Planning Commission <br />Meeting Minutes <br />April 14, 2011 <br />Page 5 of 13 <br /> <br />Conflict of Interest and Disclosure: <br /> None heard. <br />Staff Report of Facts and Issues: <br />Russ discussed the following: <br />The request is to amend a previously approved special review use (SRU) <br /> <br /> <br />for 701 Main Street to allow additional patio area for the Cactus Wheel, as <br />well as the addition of a patio and dining area for LuLu’s BBQ. <br />701 Main Street was approved to operate the front portion of the building <br /> <br /> <br />as the Cactus Wheel with outdoor patio and seating area. <br />The applicants are now in the process of adding a new barbeque <br /> <br /> <br />restaurant in the rear portion of the building and are seeking approval of <br />an SRU Amendment to allow additional patio are for the front of the <br />building as well as the addition of a patio and seating in the rear for <br />another restaurant. <br />The Louisville Municipal Code (LMC) requires expanded and new outdoor <br /> <br /> <br />dining services be approved by a SRU. <br />All the vehicle access to the property will be via the two-way alley on the <br /> <br /> <br />west side of the property. The access to Main and Pine Street will be <br />eliminated due to the patio placement and new restaurant. <br />The proposed amendment accommodates a five-foot walkway on the <br /> <br /> <br />northern portion of the property to link the parking area to businesses and <br />Main Street. <br />Four parking spaces are required for the entire building, regardless of <br /> <br /> <br />restaurant or retail use. There are currently five (5) paved parking spaces <br />to the rear of the building with access from the existing alley. <br />Adequate sight-lines and turn radii are provided. <br /> <br /> <br />The modification to the property will enable the City to add six (6) <br /> <br /> <br />additional on-street parking spaces. <br />A condition of approval to the SRU amendment includes the applicant <br /> <br /> <br />provide bicycle parking on-site to facilitate the implementation of the <br />Parking and Pedestrian Action Plan. <br />Fencing for both patio areas will be no higher than 48”. <br /> <br /> <br />A six-foot high storage fencing is proposed along the northern portion of <br /> <br /> <br />the site as well as along the western portion of the patio adjacent to the <br />parking area to screen the adjacent residential land use. <br />Staff is requesting the following two conditions to tie the SRU to storage <br /> <br /> <br />compliance and ensure better compatibility with the adjacent land uses: <br />1. The property tenants shall utilize lidded trash and recycle <br />receptacles. <br />2. The materials stored outdoors must be stored within the outdoor <br />designated storage area and shall not extend, or be visible above <br />the 6-foot privacy fence. <br />The amendment proposes the removal of an existing oversized juniper <br /> <br /> <br />bush on the northeast corner of the property. <br /> <br />
