Planning Commission <br />Meeting Minutes <br />April 14, 2011 <br />Page 6 of 13 <br /> <br />Downcast lighting is proposed for the rear patio dining area. <br /> <br /> <br />The patios will close at 12 AM to maintain consistency with all recently <br /> <br /> <br />approved downtown patios and acknowledge the property’s adjacency to <br />a residential use. <br />Russ reviewed the SRU criteria and stated staff finds all five (5) criteria have <br />been met. <br />Russ stated staff recommends the approval of this request with the following <br />conditions: <br />1. The outdoor patio shall not be used past 12 a.m. on any given day. <br />2. The property tenants shall utilize lidded trash and recycle receptacles. <br />3. The temporary outdoor storage of materials, not defined as junk per <br />Sec. 8.16.010 of the Louisville Municipal Code shall be placed behind <br />and shall not be visible above, the 6-foot privacy fence. <br /> <br />4. Bicycle parking shall be provided on site. <br />5. A six-foot privacy fence outside of the required sightlines shall be <br />provided to extend along the alley and parking edges of the rear patio. <br />6. A 30" landscape buffer with vertical planting material shall be provided <br />to prohibit tables in the rear patio along the alley fence line. <br />Commission Questions of Staff: <br />Sheets asked questions about parking and stated she also feels the parking in <br />downtown is the biggest concern for this site. <br />Loo asked if the City is going to install new curbing in the new parking area. <br />Russ stated the curbing would be added during the resurfacing project for Main <br />and Pine streets. <br />Brauneis asked if there is a number associated with the bike parking request. <br />Russ stated the Commercial Development Design Standards and Guidelines <br />(CDDSG) require 2. <br />Sheets asked if the garden art sculptures have been installed. <br />Russ stated they had not been installed and would require more discussions with <br />the applicant. <br />Sheets asked if the sculptures had been part of the previously approved <br />documents. <br />Russ stated no. <br />O’Connell asked if the SRU was just for this site. <br />Russ stated it was. <br />O’Connell asked if the pedestrian walkway went from the parking at the alley to <br />Main Street. <br />Russ stated he and applicant are working to achieve that. <br /> <br />
