The applicant has revised the plans to address most of the staff recommendations to the <br />Planning Commission. Staff forwards a resolution recommending conditional approval of <br />the Plat and the PUD. The applicant has made some architectural changes to endeavor to <br />address the concerns raised by the Planning Commission. While staff supports the <br />changes that have been made as architectural improvements, it is uncertain whether those <br />changes would adequately address the concerns that the Planning Commission raised <br />during their discussions. <br /> <br />Davidson called for the applicant presentation. <br /> <br />Bob Maddox, CMC, explained that he is building this facility for Airborne Express. He <br />agreed that there were issues with the Planning Commission, most of which were <br />concerns about the paint scheme. He gave a brief review on the changes that have been <br />made to the plans in response to Planning Commission concerns. He explained that they <br />have worked closely with Ken Johnstone and Paul Wood to ensure that the building <br />meets the Industrial Development Design Standards & Guidelines. He stated that the <br />overhead doors are necessary for Airborne Express vans to deliver to the building and <br />explained that there would be very little traffic in and out of the building on a daily basis. <br /> <br />Davidson called for Planning Commissioner Boulet's presentation. <br /> <br />Bill Boulet, 427 Orchard Way, Louisville, asked to clarify the Planning Commission's <br />concerns about the building. He explained that the project was voted down 6-0 due to the <br />project's architectural problems, basically that it did not meet the standards that the City <br />is looking for in the CTC. He stated that the changes that have been made are changes <br />that were requested by the Planning Commission but the Planning Commission was told <br />the changes would not be made. He explained that if he had been presented with the <br />amended proposal, he would have voted for it. He agreed that the proposal doesn't meet <br />some architectural standards, however, it exceeds the standards in other areas. He asked <br />to address some comments contained in a letter from Mr. Maddox in which <br />Commissioner Lipton Was misquoted. He stated that after reviewing the videotape of the <br />Planning Commission meeting, Commissioner Lipton did not make the statement that <br />'five years ago the Commission had stated that distribution warehouse facilities should <br />not be allowed in this industrial park.' Secondly, Boulet explained that Commissioner <br />Lipton clarified for the applicant that he felt that the Airborne Express facility was an <br />appropriate use and it was the architecture that stood in the way of him voting for the <br />project. He offered to answer any questions. <br /> <br />Davidson called for Council comments and questions. <br /> <br />Mayer asked Wood to clarify which proposal was the most current proposal. <br /> <br />Wood replied that the single page proposal is what the Planning Commission reviewed <br />on November 18. <br /> <br />12 <br /> <br /> <br />
