Mayer suggested that the term 'open space' be changed to 'green space.' He questioned <br />the use of Pinyon pines due to their slow growth rate. He asked Wood whether he felt the <br />new proposal meets the Industrial Development Design Standards & Guidelines. <br /> <br />Wood replied that the current proposal meets or exceeds the Industrial Development <br />Design Standards & Guidelines in several areas; however, it does not meet the <br />architectural treatment standard. <br /> <br />Mayer expressed concern that the proposal does not meet the Industrial Development <br />Design Standards & Guidelines and questioned why Council is reviewing final plans that <br />have not been reviewed by the Planning Commission. He explained that, in respect for <br />the Planning Commission, he would prefer that they have the opportunity to review the <br />plans first. <br /> <br />Sisk asked Maddox if the Industrial Development Design Standards & Guidelines were <br />shared with him before he presented the proposal to the Planning Commission. <br /> <br />Maddox replied that in July and August, the Industrial Development Design Standards & <br />Guidelines were presented to him in draft form. He explained that they received a final <br />copy on November 12, 1999. <br /> <br />Sisk expressed concern that the building that was presented to the Planning Commission <br />did not meet section 4.3 of the Industrial Development Design Standards & Guidelines. <br />He questioned why there was reluctance by Airborne Express to make some changes in <br />response to the Planning Commission concerns. <br /> <br />Maddox replied that major companies quite often have color schemes that they like to <br />use. He explained that he was unable to make the changes to the east/west elevation, the <br />signs and the color scheme without approval from Airborne Express. He informed <br />Airborne Express that the color scheme must be changed and that it was very clear that <br />the Planning Commission did not like the racing stripe. The articulation of section 4.3 of <br />the Industrial Development Design Standards & Guidelines was discussed early in the <br />presentation. He stated that Wood and Johnstone advised him to make the requested <br />changes to the project. <br /> <br />Sisk stated that he believes that Airborne Express is an appropriate use for the CTC, <br />however, he expressed concern that the project doesn't meet the Industrial Development <br />Design Standards & Guidelines. He agreed with Mayer that the project should go back to <br />Planning Commission to allow the Commissioners an opportunity to review the changes <br />that have been made to the project. <br /> <br />Lathrop agreed that the process has been circumvented, however, he felt that the <br />objective has been met. He expressed concern that although the building being presented <br />is different from the one presented to Planning Commission, it still does not meet the <br />Industrial Development Design Standards & Guidelines. He asked Wood for clarification <br />that the building does not meet the standards. <br /> <br />13 <br /> <br /> <br />
