Davidson called for a vote on the motion to send the project back to the Planning <br />Commission. All in favor. <br /> <br />Sisk thanked Bill Boulet for his service to the City of Louisville on the Planning <br />Commission. <br /> <br />Wood agreed with Sisk. <br /> <br />RESOLUTION NO. 63, SERIES 1999 - FINAL PUD DEVELOPMENT PLAN, <br /> TEXACO EXPRESS LUBE, 1400 HECLA WAY <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, explained that the operators of Big O Tires in Louisville <br />have proposed to locate a Texaco Express Lube quick oil change facility at the northeast <br />comer of Hecla Way and Plaza Drive. The application has been processed as a <br />preliminary and final PUD due to the need to resolve outstanding subdivision issues <br />related to road and utility design during the preliminary review. The application was <br />originally filed on August 23, 1999, and City Council conducted a discussion/direction <br />review on September 21, 1999. The preliminary Planning Commission public hearing <br />was held October 12 and the Planning Commission granted final PUD approval on <br />December 14 by a vote of 6 to 0. The application has proceeded on track with the optimal <br />development review schedule for a preliminary and final PUD. <br /> <br />The subject property is located on Hecla Way, which is a platted but unbuilt public street <br />extending east off Plaza Drive in alignment with the drive in front of the Louisville Plaza <br />(King Soopers) shopping center. Prior to this application being filed, Hecla Way had not <br />been designed, other than the dedication of the right-of-way. During the preliminary <br />review, a road profile was finalized, including a conceptual extension into the adjacent <br />property to the east, which is also within the City of Louisville. Hecla Way will be <br />constructed to the east property line prior to occupancy being granted for this facility. <br /> <br />To the north is a regional stormwater detention pond for Louisville Plaza and to the south <br />are two additional vacant lots that front on South Boulder Road. The property is zoned <br />Planned Community Zone District through the Louisville Plaza General Development <br />Plan. This auto service use is a permitted use on the property. The applicant proposes a <br />four-bay oil change facility on the 1.28-acre property. <br /> <br />The lot is relatively large for the type of facility planned, allowing some flexibility in site <br />design. The site slopes down from Plaza Drive, so that the building as well as paved areas <br />of the site will be several feet lower than Plaza Drive. One access is proposed off Hecla <br />Way, roughly at the center of the site. The service bays would be accessed from the north <br />side of the building. The customer lobby is at the east end, readily identifiable as one <br />enters the site. All applicable parking and building setbacks from the Commercial <br />Development Design Standards & Guidelines have been met. <br /> <br />17 <br /> <br /> <br />
