Striped parking spaces are provided for twenty-eight vehicles. Twelve stacking spaces are <br />provided in front of the service bays, without affecting site circulation. The applicant has <br />provided written explanation for the proposed amount of parking based on their <br />experiences at Big O as well as observations at other oil change facilities and industry <br />data. The visibility of parking is minimized with the location away from Plaza Drive, and <br />effective landscape screening from Hecla Way. <br /> <br />Due to the lot size, the landscape coverage is very high at fifty-three percent. Much of the <br />landscaped area is treated naturally due to the location adjacent to a regional detention <br />pond and undeveloped property to the east. Along both streets, the Commercial <br />Development Design Standards & Guidelines minimum plant material requirements are <br />fully met, and all Planning Commission recommendations on landscaping have been <br />complied with. <br /> <br />The building itself is small, and based on the use, to some extent dominated by overhead <br />loading doors. However, staff believes that the applicant has done an effective job of <br />creating an attractive building for this type of facility. The materials are brick, integrally <br />colored concrete masonry units and synthetic stucco. The latter two materials are <br />intended to integrate with the Louisville Plaza project. Brick was added to enhance the <br />design. The applicant has provided a good level of architectural detailing including a <br />standing seam metal mansard roof on the entry portion of the building to help break up <br />the "boxiness" of the building design. <br /> <br />The exterior lighting plan has been modified to comply with Staff and Planning <br />Commission recommendations. The light fixture designs and level of illumination <br />comply with standard City requirements. The locations of wall-mounted fixtures have <br />been modified per Planning Commission direction to comply with a condition of <br />approval. <br /> <br />Two wall signs are proposed, one each on the west and south elevations. The total area of <br />the signs is approximately 40 square feet, well within their maximum allotment based on <br />building frontage. The maximum letter height is 20 inches and the signs are internally <br />illuminated individual letters. The raceways for the signs will not be visible. No ground <br />signs or on-site directional signs are requested. <br /> <br />The Planning Commission held a public hearing on the final PUD development plan on <br />December 14 and approved the project unanimously with three minor conditions <br />contained in Resolution #56, Series 1999. The applicant has submitted a response letter <br />agreeing to comply with all conditions and the plans have been revised to comply with <br />the condition regarding lighting, For tracking purposes, the first two conditions are <br />continued into the City Council resolution of approval, as follows: <br /> <br />1. That no Certificates of Occupancy shall be issued until construction acceptance has <br /> been granted for Hecla Way; and <br /> <br />18 <br /> <br /> <br />
