Davidson called for a five-minute recess (9:30 p.m.). <br /> <br />Davidson called the meeting back to order. <br /> <br />RESOLUTION NO. 64, SERIES 1999 - A RESOLUTION APPROVING A FINAL <br />PUD DEVELOPMENT PLAN FOR LOTS 4 & 5, BLOCK 2, THE PARK AT CTC, <br />INOVONICS ENTERPRISES <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, explained that the applicant is a wireless electronics <br />manufacturer proposing to locate an office, R&D and light manufacturing facility on two <br />lots in The Park at CTC. The property is slightly over seven acres and a two-phase <br />development of a 100,000 square foot facility has been proposed. The property has <br />frontage on three public streets, Dogwood Street to the north, CTC Boulevard to the east, <br />and Cherry Street to the south. The streets are all either recently completed or under <br />construction and nearing completion. The extensions of Cherry Street and South 104th <br />Street are also nearing completion. Based on the current construction status of the streets, <br />building permits may be issued for lots in the Park at CTC. <br /> <br />The application was originally submitted on July 26, 1999. Based on preliminary staff <br />comments as well as design considerations of the applicant, the plans were substantially <br />modified and resubmitted on September 27. The application has proceeded on track with <br />the optimal time line for a final PUD since that submittal. <br /> <br />The applicant's architect and representative, Garth Braun of Garth Braun Associates, has <br />been actively involved in the development of the Industrial Development Design <br />Standards and Guidelines. Without objection from the applicant, the Industrial <br />Development Design Standards & Guidelines have been used as a reference point in <br />reviewing this project. With minor exceptions, staff and the Planning Commission have <br />found the project in compliance with the proposed Industrial Development Design <br />Standards & Guidelines. <br /> <br />The development is proposed in two phases. Phase I would include the eastern portion of <br />the building, with approximately 50,000 square feet of building on two floors and 165 <br />parking spaces. Phase II would double the size of the building with an addition to the <br />west and a total of 325 parking spaces. Wood explained that the City has no control when <br />and if additional phases may be constructed, therefore, it is important that each phase is <br />determined to be an acceptable final design. The phasing would also be subject to the <br />City' s three-year maximum duration of PUD approval, so that the Phase II proposal <br />would only be valid for three years from the final City Council approval date. City <br />Council can extend those approval periods, either through action on this PUD or through <br />a subsequent request by the property owner. <br /> <br />The building is located toward the north of the two lots, with parking located almost <br />entirely to the south, toward Cherry Street. The primary access is off CTC Boulevard and <br /> <br />21 <br /> <br /> <br />
