Mayer questioned the measurements. He explained that measurements taken off the large
plans indicate the island is fifteen feet wide.

Chess replied that the PUD plans show the correct dimensions.

Mayer expressed concern that Austrian Pines can spread 30 feet at maturity and
suggested using a tree that has an appropriate spread for the area.

Chess agreed to work this Out with staff.

Mayer asked Wood if there was berming along the parking stalls located on Hecla Way.
Wood replied that there is no berming on the grading plan.

Mayer asked that the shrubs used along Hecla Way are of sufficient height to screen the
cars and car headlights or that the applicant use berming to screen the cars and car
headlights.

Wood replied that the grading along Hecla would still reflect a higher elevation than the
parking lot, due to the grading of the lot below Plaza Drive.

Mayer asked that the shrubs be located to screen the cars and any light emanating from
the cars onto the roadway.

Chess replied that the landscape plans should accomplish that.

Mayer expressed support for the project and thanked the applicant for working together
with staff and the Planning Commission.

Keany moved that Council approve Resolution No. 63, Series 1999 - A Final PUD
Development Plan, Texaco Express Lube, 1400 Hecla Way with the conditions of
approval presented, and that shrubs be used along Hecla Way of sufficient height to
screen the cars and car headlights, seconded by Sisk.

Light offered a friendly amendment to strike the references to 'Lot 5' in the first recital.
Amendment was accepted by Keany and Sisk.

Sisk offered a friendly amendment that the owner, South Boulder Road Corporation, and
the applicant would agree to be responsible jointly and severely for the construction of
Hecla Way.

Amendment was accepted by Keany.

Roll call was taken. Motion passed by a vote of 5-0.

20
