Keany stated that this increase, in addition to the recently passed development fee, has <br />increased the development costs in Louisville. He requested that a survey of development <br />costs for a specific building in various communities in Boulder County be presented for <br />Council's discussion at an upcoming Council worksession. He agreed with Mayer <br />regarding the fees in the City of Boulder. <br /> <br />Davidson moved that Council approve 1319, Series 1999 -An Ordinance Increasing <br />Water and Sewer Tap Fees in the City of Louisville, Colorado, and Amending The Tap <br />Fees To Increase The % Inch Tap Fee To $13,400 and increasing each of the other size <br />taps by the same proportional percentage amount, seconded by Mayer. <br /> <br />Roll call was taken. Motion passed by a 4-2 vote, with Keany and Lathrop voting against. <br /> <br />RESOLUTION NO. 60, SERIES 1999 - A RESOLUTION AMENDING THE 1999 <br />BUDGET BY INCREASING REVENUES AND APPROPRIATIONS IN THE <br />CONSERVATION TRUST-LAND ACQUISITION, THE CAPITAL PROJECTS, <br />THE SEWER UTILITY AND THE GOLF COURSE FUNDS FOR THE CITY OF <br />LOUISVILLE - PUBLIC HEARING (advertised Louisville Times 12/18/99) <br /> <br />Davidson called for staff presentation. <br /> <br />Dianne Ray, Finance Director, explained that the Conservation Trust-Land Acquisition, <br />Capital Projects, Sewer Utility, and Golf Course Funds are all projected to exceed the <br />appropriations for 1999. The Conservation Trust-Land Acquisition exceeded the <br />appropriation by $5,000 due to the miscellaneous costs associated with land purchases. <br />The Capital Projects has funded the Dillon Road underpass rehabilitation for $65,000 and <br />South Boulder Road trail at $61,000, which was not appropriated. The Sewer Utility <br />expensed $400,000 on the plant expansion from unused 1998 funds. The Golf Course has <br />incurred additional operating expenses over budget of $130,000 due to the increasing <br />maintenance from additional rounds over budget, the reduction of inventory increasing <br />the cost of goods sold, and additional personnel costs due to the cart path project. The <br />gross revenue from the golf course is expected to offset the increase in expenditures. <br /> <br />Davidson opened the public hearing and called for anyone wishing to speak on <br />Resolution No. 60, Series 1999 - A Resolution Amending the 1999 Budget by Increasing <br />Revenues and Appropriations in the Conservation Trust-Land Acquisition, the Capital <br />Projects, the Sewer Utility and the Golf Course Funds for the City of Louisville. <br /> <br />NONE <br /> <br />Davidson closed the public hearing and called for Council comments and questions. <br /> <br />Sisk moved that Council approve Resolution No. 60, Series 1999 - A Resolution <br />Amending the 1999 Budget by Increasing Revenues and Appropriations in the <br />Conservation Trust-Land Acquisition, the Capital Projects, the Sewer Utility and the Golf <br />Course Funds for the City of Louisville, seconded by Lathrop. <br /> <br /> <br />
