RESOLUTION NO. 61, SERIES 1999 - A RESOLUTION APPROVING A FINAL <br />PUD DEVELOPMENT PLAN AND MINOR SUBDIVISION REPLAT FOR LOTS <br />8 & 9, BLOCK 1, THE BUSINESS CENTER AT CTC, AIRBORNE EXPRESS <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, explained that Airborne Express, represented by CMC <br />Group, Denver, Colorado, is requesting approval of a minor subdivision replat and final <br />PUD development plan to construct a 25,000 square foot distribution facility on the north <br />side of Arthur Avenue, in the Business Center at CTC. The application was originally <br />filed on August 23, 1999. The Planning Commission held a public hearing and <br />recommended disapproval of the application by a vote of 6 - 0 on November 18, 1999. <br />The application has not met the optimal development review schedule. <br /> <br />The property is zoned PCZD as part of the Business Center at CTC General Development <br />Plan. The two lots are within a sub-area designated for typical light industrial uses, as <br />permitted in the City's Industrial zoning district. Pursuant to the General Development <br />Plan, the property is subject to any Industrial Design Standards and Guidelines that may <br />be in effect in the City. While the Industrial Development Design Standards & Guidelines <br />have not been adopted by City Council, the applicant has been made aware of those <br />pending regulations, and they have been used as a point of reference throughout the <br />review process. Property directly north of these lots is designated for corporate office and <br />R&D uses per the General Development Plan. Those lots are subject to the City's <br />Industrial Development Design Standairds & Guidelines. The property is also subject to <br />the overall final PUD for the Business Center at CTC. Generally, that PUD established <br />overall landscape concepts, a sidewalk and street plan and entry signage. The PUD did <br />not establish any specific design and development requirements applicable to this <br />property. <br /> <br />In order to create a lot that is appropriate in width for the building and site design that <br />Airborne desires, the applicant proposes to shift the interior lot line between Lots 8 and 9. <br />This lot line adjustment is eligible for minor subdivision plat review. The resulting lots <br />meet minimum area and dimensional requirements for the Industrial zoning district. Staff <br />has expressed some concern in the resulting long and narrow shape for Lot 9. While it <br />does meet the City requirement for a maximum ratio of length to width of 3:1, it may be <br />somewhat awkward to develop given its shape. The replat proposes a shared access <br />easement along the common property line and a drainage and stormwater detention <br />easement so that Lot 9 could potentially use some of the Lot 8 pond area for their <br />stormwater detention. <br /> <br />The proposed building is approximately 25,000 square feet. The summary table indicates <br />37,000 square feet, which is a reference to a potential expansion that has been eliminated. <br />The building and parking areas are set back significantly from the street. Parking is set <br />back 50 feet, with 20 feet as the minimum in the draft Industrial Development Design <br />Standards & Guidelines, and the building is set back 105 feet, with 30 feet as the <br />minimum per the Industrial Development Design Standards & Guidelines.
