<br />17.42.030. Desi&Jl Standards. In addition to the criteria and conditions for approval <br />set forth in Chapter 17.40 of the LMC, entitled 'Special Review Uses', the following design <br />standards are intended to ensure that CMRS facilities are compatible with adjacent <br />development and land uses (both existing and planned) and architecturally integrated, and to <br />minimize the aesthetic and view impacts of CMRS facility antenna sites. CMRS facilities shall <br />meet the following design standards. <br /> <br />A. Standards and Guidelines applicable to all CMRS Facility Sites. <br /> <br />1. All structures, antennae and mechanical equipment shall be designed to be <br />compatible with surrounding buildings and existing or planned uses in the area. <br />Compatibility should address color, texture, and scale of the proposal. <br /> <br />2. The existing character of the land, including topography and vegetation must <br />be preserved or enhanced. Existing topography and vegetation should be <br />utilized to provide screening of some or all of the facility. If existing <br />topography and vegetation do not conceal ground-based structures or facilities <br />from adjacent private properties or public rights-of-way, evergreens of at least <br />eight feet in height shall be planted on all outward facing sides of the structure <br />or facility. <br /> <br />3. All CMRS facilities shall be designed and located to minimize adverse visual <br />impacts. Toward such end, innovative materials and designs for antennae, <br />support structures, and mechanical unit enclosures should be incorporated into <br />all facilities that will be visible to the public. Examples of possible innovative <br />approaches include antennae materials or coatings that mimic building <br />materials, architectural screening devices that screen antennae while still <br />allowing signal transmission, and support structures that relate architecturally <br />and! or aesthetically to the surrounding built or unbuilt environment. <br /> <br />4. All applicable FCC regulations regarding human health and exposure to <br />radio frequency emissions shall be met. Applicants shall furnish an affidavit <br />stating that they have complied with said requirements. <br /> <br />S. All applicable requirements in the City's PUD Ordinance and applicable <br />Design Guidelines shall also apply, including, but not limited to screening of <br />service structures and landscape screening of service structures. <br /> <br />6. Applicants shall actively pursue the potential for co-locating any new CMRS <br />facility on an existing tower, on a building with other CMRS facilities or on an <br />existing alternative tower structure. <br /> <br />7. A CMRS facility proposed on any commercial or industrial zoned property <br />shall require approval of a PUD in compliance with the applicable City <br />requirements. That process will be concurrent with the required process from <br />this Chapter. <br /> <br />4 <br />
