Carmel <br /> <br />Mark Carmel was employed as the City of Greeley's Deputy City Manager from May 2006 <br />through February 2007. <br /> <br />Mark had responsibility for the administration and direction of five operating departments: <br />Public Works, Water and Sewer, Parks, Leisure Services and Community Development. One <br />project assigned to him was review of the City's Capital Improvement program. The goals of <br />this effort were to assure that all employees managing projects are trained appropriately and that <br />an appropriate level ofadministrative overhead is charged to each project. <br /> <br />Following the resignation ofthe Public Works Director, Mark volunteered to assume the duties <br />ofInterim Public Works Director in addition to his duties as Deputy City Manager. He did so in <br />acknowledgement not only ofthe budgetary benefits to the City but also with an understanding <br />of the additional stress such an assignment would place on other Public Works employees had he <br />not stepped up to the plate. I greatly appreciated his initiative in this regard. <br /> <br />During Mark's tenure, I noted his ability to effectively communicate with the citizens of Greeley. <br />His letter writing skills were second to none. He also showed an excellent ability to calmly <br />discuss controversial issues and diflhse the situation. I would submit that this was his greatest <br />management skill. <br /> <br />Mark resigned his position with Greeley so that he could attend to personal family matters in <br />Pueblo.
