City Council Water Committee Meeting Minutes Friday, June 17, 2011 Page 2of 2 and Counsel are reviewing the transfer in light of the Supreme Court’s recent decision in FRICO’s caseand will continue discussions with Opposers. A couple of items were discussed out of order*: *IX. Base Line Land and Reservoir Company/South Platte Water Related Activities Program (SPWRAP). The Base Line Land and Reservoir Company has been required to perform maintenance and repair work on the dam. This work has triggered federal review of the project (COE and FWS) and resulted in the need for mitigation on the South Platte under the Endangered Species Act. To meet the project’s mitigation requirements the City will join SPWRAP,which membership provides the needed mitigation. The reservoir work will be completed during the winter of 2011/2012. The project and SPWRAP were discussed further. *X. South Boulder Creek Augmentation Plans –Eldorado Springs. Various entities have aneed for augmentation water on South Boulder Creek and have approached City staff. A discussion followed on the merits of supplying augmentation water or other approaches to assist these entities. VIII.City Updates –Water Projects Facility Plan –Proposals–staff has reviewed submitted proposal, interviewed three firms and will be submitting a recommendation to Council in the near future. A brief discussion on what the Scope of Work will include and excludetook place. Other –3MG Tank –the Committeewas briefed on the structural analysis of the tank roof and the planned course of action to stabilize and determine a permanent solution. XI.Current Affairs i.Declining Residential Demands –there appears to be a national trend showing a general decline in residential water demands as featured in the articles provided in the packet. Louisville is also seeing a general decline in residential water demands; possible sources and impacts were discussed. XII.Agenda Items and Date for Next Meeting. The next meeting will be scheduled around the end of August as schedules allow. Items for discussion will include Giaim’s non-tributary groundwater and background information on the City’s ownership interests in local ditches. XI.Adjourn:The meeting was adjourned at 9:00am.
