City Council Water Committee <br />Meeting Minutes <br />Friday, June 17, 2011 <br />Page 2of 2 <br />and Counsel are reviewing the transfer in light of the Supreme Court’s <br />recent decision in FRICO’s caseand will continue discussions with <br />Opposers. <br />A couple of items were discussed out of order*: <br />*IX. Base Line Land and Reservoir Company/South Platte Water Related <br />Activities Program (SPWRAP). <br />The Base Line Land and Reservoir Company has been required to perform <br />maintenance and repair work on the dam. This work has triggered federal review of the <br />project (COE and FWS) and resulted in the need for mitigation on the South Platte under <br />the Endangered Species Act. To meet the project’s mitigation requirements the City will <br />join SPWRAP,which membership provides the needed mitigation. The reservoir work <br />will be completed during the winter of 2011/2012. The project and SPWRAP were <br />discussed further. <br />*X. South Boulder Creek Augmentation Plans –Eldorado Springs. <br />Various entities have aneed for augmentation water on South Boulder Creek <br />and have approached City staff. A discussion followed on the merits of supplying <br />augmentation water or other approaches to assist these entities. <br />VIII.City Updates –Water Projects <br />Facility Plan –Proposals–staff has reviewed submitted proposal, interviewed <br />three firms and will be submitting a recommendation to Council in the near future. A <br />brief discussion on what the Scope of Work will include and excludetook place. <br />Other –3MG Tank –the Committeewas briefed on the structural analysis of the <br />tank roof and the planned course of action to stabilize and determine a permanent <br />solution. <br />XI.Current Affairs <br />i.Declining Residential Demands –there appears to be a national trend <br />showing a general decline in residential water demands as featured in the articles <br />provided in the packet. Louisville is also seeing a general decline in residential water <br />demands; possible sources and impacts were discussed. <br />XII.Agenda Items and Date for Next Meeting. <br />The next meeting will be scheduled around the end of August as schedules allow. <br />Items for discussion will include Giaim’s non-tributary groundwater and <br />background information on the City’s ownership interests in local ditches. <br />XI.Adjourn:The meeting was adjourned at 9:00am. <br />
