Historic Preservation Commission Meeting Minutes April 18, 2011 Page 4 of 6 Update/Discussion/Action – Grain Elevator HSA McCartney presented the attached memo and gave an update of the HSA and the potential re-uses. Stewart asked if staff had considered preserving the structure in place. McCartney stated he had asked the architects to provide a phasing of what it would take to bring the building to basic preservation, but has not received the new figures prior to this meeting. John Leary stated there are a lot of basic reuses that could be considered. Stewart stated the Commission still needs the small, medium and large numbers. McCartney stated he would bring the revised numbers back to the next meeting. Update/Discussion/Action – Cemetery Landmark Application McCartney presented the attached memo. Explained how a letter will have to be sent to all plot owners if the HPC decided to pursue creating the cemetery as an historic district. John Leary asked how the deceased would be contacted, especially if they didn’t have any living relatives. Koertje asked if heirs take title. McCartney stated he would check into this inquiry. Stewart asked if we should send an “opt out” postcard. Koertje stated an opt out letter might be a good idea. Leary recommended sending out the Historic Commission as volunteers to research the ownership of the plots. Koertje asked staff to check with City Attorney if an historic district can be noticed through a publication instead of individual postcards. Leary recommended establishing a city ordinance that establishes the cemetery as a landmark. Update/Discussion/Action – Plaques The Commission discussed various design alternatives, based on photos which were shown on the projector screens. The design committee consists of Stewart, Tofte and John Leary. There was also discussion as to how much text should be placed on the plaques.
