He referenced a structure in downtown Boulder <br /> so well designed and integrated into the site; it appeared to be 150 years old. He <br /> encouraged the HPC to look at new construction for incentives. <br /> Mayor Sisk suggested the conditions of historic preservation incentives be expanded <br /> beyond the definition of landmarking or a conservation easement. Councilor Muckle <br /> favored a process of review of downtown development from a historic standard. He <br /> also supported expanding the definition. <br /> Steve Poppitz, HPC member, favored a sensitive design for new structures in the <br /> downtown area. He questioned a process where development downtown be reviewed <br /> from a historic standard before it goes to the Planning Division. <br /> Florian Speier, HPC member, felt new downtown development does not have to meet <br /> the standard of appearance of a 100 -year old building. He felt a lower dollar amount <br /> should be available without a conservation easement. <br /> Heather Lewis, HPC member, explained HPC sponsored a program where HPC <br /> members meet with owners and have a positive dialogue about voluntarily landmarking <br /> their property. She supported a positive dialogue and an incentive. <br /> PROPOSED CODE CHANGE FOR DEMOLITION PROCESS <br /> City Attorney Light noted the code amendments do not reflect any specific properties or <br /> structures. He stated this is not a land use hearing and requested the discussion not <br /> entail any current properties. <br /> The Historic Preservation Commission presentation was made by Chairperson Stewart. <br /> The HPC has requested an amendment to §15.36.200 of the Louisville Municipal Code <br /> (LMC) to require a development plan be tied to any demolition application for a structure <br /> over fifty years of age. He presented the requested Code revisions: <br /> Definitions which clarify when applications for a demolition actually expire <br /> Tying the demolition permit with a plan and not an owner <br /> Door and windows considered exterior finish to a structure <br /> Planning Director Russ explained Staff is requesting clarification on what is a wall. The <br /> definition is specific to the structural elements and wall "finish" of the building. Physical <br /> windows not considered structural but; could be interpreted as a "finish He outlined <br /> the proposed Code revisions' intention to provide clarity that a window and door are <br /> considered part of a wall. <br /> Fifty percent or more of the roof area as measured from directly above across a <br /> horizontal plane. <br />
