City Council <br /> Meeting Minutes <br /> August 2, 2011 <br /> Page 4 of 12 <br /> Councilor Muckle stated the historic preservation grants should not be limited to $6,000 <br /> and noted preservation could include windows, foundation or structural work, which is <br /> not routine maintenance. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO agreed it does not <br /> require a change in the Code or process. It is a Council decision on each application. <br /> Ann Marie Spear, 557 Jefferson Avenue, Louisville, CO stated the replacement of the <br /> eaves, which were structural, was eligible under the City's guidelines for a grant; <br /> however those eaves were not painted at that time. She noted the painting and door <br /> replacement are aesthetic and eligible according to the historic preservation ordinance <br /> Councilor Yarnell agreed the Code does not need to be changed, but felt there should <br /> be some clarity on the priorities of historic projects as to whether it is routine/ ongoing <br /> maintenance or structural preservation. She felt each application should be reviewed. <br /> Ann Marie Spear, 557 Jefferson Avenue, Louisville, CO agreed and explained the <br /> historic preservation program is a work in progress. One restoration project may lead to <br /> another for aesthetics. She explained she is trying to maintain her historic home the <br /> best she can and felt the application should be respected for all the work put in the <br /> preparation of the application. <br /> Mayor Pro Tem Marsella agreed historic preservation is a work in progress. She did not <br /> believe the City envisioned routine maintenance, item per item, but felt the application <br /> should be honored. She supported the approval of Resolution No. 47, Series 2011 and <br /> suggested the guidelines be reviewed at a Council Study Session. <br /> Councilor Yarnell thanked Ms. Spear for clarifying the progression of her restoration <br /> project. She felt guidelines should address why the restoration is necessary and how it <br /> will be done before public funds are being spent. Councilor Muckle agreed. <br /> MOTION: Councilor Muckle moved to approve Resolution No. 47, Series 2011, <br /> seconded by Councilor Dalton. Roll call vote was taken. The motion carried by a vote <br /> of 5 -0.
