He favored relaxing the no -build line to allow <br /> development. <br /> COUNCIL COMMENTS <br /> Councilors voiced their support for Option #3 Modifying the annexation agreement to <br /> include a Tess restrictive no -build line. There was some concern expressed for building <br /> in the narrowest portion of the lot, which would obstruct the sight lines. <br /> Councilors inquired whether Mr. Lutz intended any other uses for the area. Mr. Lutz <br /> envisioned some outside seating for patrons and an agricultural growing area in the <br /> proximity of the roadway. Councilors expressed support for moving the no -build line by <br /> 150 Feet. <br /> PUBLIC COMMENTS <br /> Michael Menaker, 1826 Choke Cherry Drive, Louisville suggested a lot restriction for <br /> surface parking. Mr. Lutz felt a restriction on surface parking was reasonable. <br /> City Attorney Light suggested Staff return with exact language and an amendment to <br /> the Annexation Agreement. There was Council consensus. <br /> APPROVE AN AGREEMENT BY AND BETWEEN THE CITY OF LOUISVILLE AND <br /> HATCH MOTT MACDONALD, LLC FOR CONSULTING SERVICES <br /> Mayor Pro Tem Marsella requested a staff presentation. <br /> Public Works Director Phare explained the Public Works Division is seeking Council <br /> approval of an Agreement for a facilities plan. Several large capital expenditures are <br /> expected in the Utility Enterprise in the future and a facilities plan would integrate <br /> system capacity, water resources, operation, maintenance, emergency response and <br /> regulations within the context of existing and projected future demand scenarios. The <br /> plan will provide a `road map' to assist in the prioritization, scheduling and funding of <br /> capital projects within the water system between now and expected build -out. The work <br /> will also review the adequacy of the existing facilities and infrastructure due to design <br /> and regulatory changes since their construction. The project will consist of five major <br /> tasks: public outreach, reviewing existing data and facilities, evaluation of proposed CIP <br /> projects, creation of a need and scheduling decision tree, and a final report discussing <br /> project methodology, findings and recommendations. <br /> The City requested Statements of Qualifications detailing a firm's qualifications and <br /> interest in the project. This information was evaluated and four firms were invited to <br /> submit proposals for the project. Upon review of the proposals three firms were <br /> interviewed.
