<br />City Council <br />Meeting Minutes <br />February 6, 2007 <br />Page 7 of 18 <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Pro Tem Brown and Council member Clabots voiced their support of the <br />new 96L Route. Mayor Sisk applauded Boulder County and the US 36 TMO for <br />their efforts to provide north/west bus service. <br /> <br />Mark Appelfeller, 424 Owl Drive, Louisville, CO asked how many additional daily <br />bus trips would be going through downtown Louisville and what this would cost <br />the tax payers of Louisville. <br /> <br />Mr. Swope explained the current proposal is for service every half hour in both <br />directions, adding bus traffic to the downtown Louisville area. He noted they are <br />investigating a smaller type of bus for this route. He stated he could not speak to <br />the exact amount it would cost taxpayers. Half of the route is federally funded <br />and the other half is paid through Boulder County sales tax funds. <br /> <br />Mayor Sisk explained no City tax dollars will be collected for this route, as <br />Louisville residents pay Boulder County sales tax. <br /> <br />RESOLUTION No. 10, SE:RIES 2007 - A RESOLUTION APPROVING AN <br />INTERGOVERNMENTAL AGREEMENT WITH THE TOWN OF SUPERIOR <br />REGARDING CONTRIBUTliONS FOR LIBRARY SERVICES AND PLANNING <br />FOR LIBRARY AND RECREATIONAL SERVICES <br /> <br />Interim City Manager Balser explained Resolution NO.1 0, Series 2007 approves <br />an IGA with Superior on libralry contributions and planning for recreation and <br />library services. This resolution approves a revised version of an IGA rather than <br />the IGA approved by Superior at its January 22 Town Board meeting, which <br />provides funding in the amount of $75,000 for 2007. She stated City Attorney <br />Light had reviewed the IGA as proposed by Mayor Pro Tem Brown and both <br />versions were in the packet. The Library Board of Trustees forwarded a <br />recommendation regarding financial support from the Town of Superior for library <br />services provided by the City of Louisville. The recommendation acknowledges <br />the recent financial offer from the Town of Superior referenced in the IGA and <br />expresses its views regardin~J an equitable financial agreement. <br /> <br />Mayor Pro Tem Brown highli~~hted the changes between the proposed IGA and <br />the Town of Superior's proposed IGA relative to the contribution. He noted <br />Superior was not asked to relimburse any capital expenditures for the library. The <br />agreement discussed sharin~llibrary and recreational facilities. Great strides <br />were made to separate library from recreational facilities in the discussions. He <br />stressed there is an opportunity for sharing of facilities in both communities, as <br />Superior is planning to move forward on the development of new facilities. He <br />explained a library taskforce is proposed to discuss Superior's monetary <br />contribution for library service. The library taskforce will not be discussing <br />
