<br />City Council <br />Meeting Minutes <br />May 1, 2007 <br />Page 3 of 9 <br /> <br />REGULAR BUSINESS <br /> <br />PROCLAMA T'ION - OLDER AMERICAN'S MONTH <br /> <br />Mayor Sisk read the proclamation, which proclaimed Mayas Older American's Month in <br />Louisville. He presented a copy of the proclamation to Walt Oehlkers, Chair of the <br />Senior Advisory Board. Members of the Louisville Senior Advisory Board, the Senior <br />Foundation and the Special Transit Board were in attendance. <br /> <br />Mr. Oehlkers thanked City Council for supporting older Americans. He recognized the <br />City's Senior Services Staff members. He outlined the programs available through the <br />Louisville Recreation Center and recognized the volunteers who assist in those <br />programs. He noted the grants and awards the Louisville Senior Center has received. <br />He recognized Council member Clabots, Council Liaison to the Senior Advisory Board. <br /> <br />Mandy Yick, a Louisville resident and Special Transit Board Member, outlined the <br />services offered and noted they have partnered with the Senior Advisory Board. <br /> <br />ORDINANCE No. 1511, SERIES 2007 - AN ORDINANCE REPEALING ORDINANCE <br />No. 1397, SERIES 2002 - AN ORDINANCE AMENDING SECTION 17.20.160 OF THE <br />LOUISVILLE MUNICIPAL CODE TO PROHIBIT THE PARKING OR STORAGE OF <br />TRAILERS AND SIMILAR NON-MOTORIZED APARATUS WITHIN FRONT AND SIDE <br />YARDS - 2nd Reading - Public Hearing <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1511, Series 2007. <br /> <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br /> <br />Planning Director Wood explainl3d Ordinance No. 1511 proposes to repeal amendments <br />to the Louisville Municipal Code (LMC), which were adopted initially by Ordinance No. <br />1397, Series 2002. The ordinance provided Section 17.20.160 of the LMC governs the <br />parking of "motor vehicles" on a private residential lot by prohibiting parking of motor <br />vehicles in residential front yards, unless located on the driveway; and requiring motor <br />vehicles parked in street side yard areas be <br />screened from view with a six-foot privacy fence. The Police Department and the <br />Planning Division noted further definition and clarification of the LMC is needed to effect <br />uniform enforcement of the ordinance. <br /> <br />City Council expressed their desire for an ordinance to address the extent to which <br />private property owners would be able to park and store detached trailers, campers, and <br />boats on private residential lots. The ordinance should consider the definition as to the <br />type of unit, which may include all motor vehicles and trailers on private property or <br />those meeting a certain size criteria. The ordinance should clarify the allowable number <br />of vehicles or trailers parked or stored; where such eligible vehicles may be parked or <br />stored; the distance between an eligible motor vehicle to a sidewalk or property line; a <br />
