<br />City Council <br />Meeting Minutes <br />May 15, 2007 <br />Page 6 of 13 <br /> <br />Mayor Sisk requested a City Attorney introduction. <br /> <br />City Attorney Light read Ordinances Nos. 1516 and 1517, Series 2007. <br /> <br />Mayor Sisk opened the public: hearing and requested a Staff presentation. <br /> <br />Planning Director Wood explained Ordinance No. 1516, Series 2007 would <br />annex to the City of Louisville a 32.40 acre enclave parcel. The subject property <br />is owned by Willis D. Hamm and represented by Rick Brew and Dave Waldner, <br />of RMCS, LLC. Ordinance No.1517, Series 2007 would zone the parcel to City <br />of Louisville as Planned Community Zoned District (PCZD). <br /> <br />The proposed Takoda General Development Plan (GDP) reflects the planning <br />area to be an enclave located on the west side of State Highway 42 with <br />approximately 377 linear feet of frontage on Highway 42. The Takoda <br />Annexation Agreement was E!xecuted by Mr. Hamm and reflects there are no <br />shares of any mutual ditch company stock or other water rights appurtenant to <br />the property. The GDP functions to define the respective street system, planning <br />area, character and density of a respective development. Included for review in <br />the second reading of Ordinance No. 1517, Series 2007 was a land use table <br />reflecting the joining entitlements of surrounding properties, and a Fiscal Impact <br />Analysis prepared by Economic & Planning Systems. <br /> <br />Parcels A and B correspond 1[0 the Wood-Lorenz Property, which separates the <br />Takoda Annexation parcel from the City of Louisville's northerly boundary. Parcel <br />A carries a residential entitlement of 130 multi-family units. The map exhibit <br />reflects the majority of those 'entitled units are multifamily carrying a density of 18 <br />dwelling units per acre. <br /> <br />The parcel is comprised of tvvo planning areas as divided by the north/south <br />collector street. Planning ArE~a #1 is 7.11 acres in area and will have frontage on <br />both the proposed collector to the west and Highway 42 to the east. The <br />Planning Area proposes a mix of commercial retail, commercial office and <br />residential land uses. <br /> <br />Planning Area #2, located between the proposed north/south collector road and <br />the BNSF railroad tracks, is ~~2.95 acres in area. Land use in this planning area <br />would be primarily residentiall as well as those permitted uses under the PCZD- <br />Residential zoning category. The GDP requests a total of 50 residential units. <br />The combined request for Planning Areas #1 and #2 are for a total of 60 <br />residential units. <br /> <br />The parcel is located within Opportunity Area #1 as depicted on the Framework <br />Plan Map of the adopted Citywide Comprehensive Plan received a residential <br />allocation of 752 units.
