The North Louisville GDP <br />authorized a total of 565 residential units, where 275 of those residential units are <br />allocated to parcels on the east side of Hwy 42 and 290 units are allocated on <br />the west side of Hwy 42. <br /> <br />A proposed Density Transfer Note on the GDP was discussed by City Council. <br />Consistent with the adopted Comprehensive Plan, it is Council's desire that low <br />density residential development should provide a transition from the City's <br />common boundary with the City of Lafayette south. Council requested the note <br />be modified to reflect the statled intent on the Takoda GDP. Two notes reflect the <br />intent of transitioning the requested units. <br /> <br />The Planning Commission conducted a public hearing and approved a motion by <br />a vote of 6:1 forwarding a recommendation of support to the City Council. <br /> <br />The fiscal analysis prepared by Economic Planning Systems, is based on the <br />assumption of 60 residential units and a conservative commercial development <br />scenario of 10,000 SF would show a long term benefit to the City. <br /> <br />Mayor Pro Tem Brown stated for the record, he was not in attendance at the first <br />public hearing of the Takoda Village Annexation and Zoning, but reviewed the <br />notes. He asked City Attorney Light if he may participate in the discussions <br />relative to the annexation and zoning. <br /> <br />City Attorney Light confirmed Mayor Pro Tem Brown had reviewed the minutes <br />and the application materials and had no ex parte communications regarding the <br />zoning and therefore could participate in the discussions. <br /> <br />Mayor Sisk opened the publiG hearing and requested an Applicant presentation. <br /> <br />Rick Brew, RMCS, LLC, presented the Takoda Village General Development <br />Plan. He explained the goal is to transition the density throughout the two <br />planning areas and to create a buffer between the Cities of Louisville and <br />Lafayette. He reviewed the proposed commercial traffic circulation, the public <br />use areas, and the proposed trail connectivity with the Takoda Village dedication. <br />He outlined the current entitlements and property zoning. He addressed the <br />revised density transfer notes. He summarized the annexation proposal would <br />be beneficial for the City of Louisville. He stated the zoning PCZD is appropriate <br />for the development proposaL <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Sisk and Council member Muckle acknowledged Planning Director Wood <br />for his leadership on the project and agreed the project would be a benefit to the <br />City of Louisville. <br />
