<br />Planning Commission <br />Meeting Minutes <br />APRIL 26, 2007 <br />Page 2 of 7 <br /> <br />McCartney stated that staff had received a request from the Louisville Housing Authority for a <br />continuance to the May 24, 2006 public hearing to allow additional time to address the concerns <br />brought forward from the Planning Commission at the February 8,2007 public hearing. <br /> <br />McAvinew moved and Loo seconded a motion to continue Resolution No. 30, Series 2006 to the <br />May 24,2007 public hearing. Motion passed by voice vote. <br /> <br />Regular Business - Public Hearing Items <br /> <br />'" HWY 42 Design Standards and Guidelines - a resolution recommending approval of <br />an ordinance to amend Chapter 17 of the Louisville Municipal Code to add a new <br />Chapter 17.14 titled Mixed Use Zone district and Mixed Use Design Standards and <br />Guidelines (Highway 42 Project Area). <br />. Case Manager: Paul Wood, Planning Director and Sean McCartney, Principal Planner <br /> <br />Public Notice Certification: <br />Published in the Daily Camera on April 8, 2007. Posted in all required locations on April 6, <br />2007. A special mailing was mailed to approximately 150 property owners within the project <br />area. <br /> <br />Conflict ofInterest and Disclosure: <br />Deborski stated his family owns a business within the project area and he requested to be recused <br />from the balance of the meeting. He left Council Chambers. <br /> <br />Staff Report of Facts and Issues: <br />Wood reviewed the Highway 42 Mixed Use Zoning and Design Guidelines with the following <br />information: <br />. Resolution No.8, Series 2007 is a resolution recommending approval of amendments to <br />Title 17 of the Louisville Municipal Code, including the addition of four new sections: <br />1) Chapter 17.14 - Mixed Use Zone and Commercial Zone Districts <br />2) Chapter 17.16.300 - Mixed Use Design Standards and Guidelines <br />3) Chapter 17.28.065 - Planned Unit Developments, Mixed Use Districts <br />4) Chapter 17.12.070 - Limiting Certain Industrial Districts <br />. Summary / review of existing zoning: CB, RM, I, and CC <br />. Scope of the project: <br />o Amendments to the Louisville Municipal Code <br />o Proposed Zoning for project area - Mixed-Use Residential (MU-R) and <br />Community Commercial (CC) <br />o Proposed Mixed-Use Design Standards and Guidelines <br />o Limitation on existing Industrial uses within Highway 42 <br />. Not within the Scope <br />o RTD Rail alignment Design / Station platform Location <br />· These will be discussed in upcoming Environmental Assessment (EA) <br />meetings that begin in May 2007 <br />o No approval of a specific site development plan <br />. Purpose and Intent <br />o Implement the Highway 42 Revitalization Area Comprehensive Plan, adopted <br />in 2003 <br />o Strengthen and enhance adjacent residential neighborhoods - protect from <br />adverse impacts <br />o Complement and integrate downtown Louisville <br />
