Connecting downtown
with Highway 42
these elements to identify the optimal alternative to meet
the needs of all corridor users. All results will be shown
in a visual format that will simulate the operations of the
corridor and individual locations.
Transportation data collection summary. A paradigm
shift in many communities around the expectation of the
role of its roads has occurred in recent years. The assumption
that roads would be widened and rebuilt to accommodate
more cars has been changed by the
FasTracks vision of regional transit, the
focus on person -trip capacity, and context
sensitive solutions and complete streets
concepts. Though right -of -way must always
provide access, opportunities should be sought to optimize land use
around transit, encourage community health, maximize return on
investment, and minimize the environmental impact of physical
improvements and the behaviors they induce.
Included in the analysis, a transportation data collection summary will be developed
that describes travel patterns, trips by mode, vehicle occupancy, transit, bicycle,
pedestrian, and heavy vehicle trends. This information will serve as the basis for the
walking audit and bicycle assessment.
Walking audit and bicycle assessment. The Atkins team will conduct a walking
audit and bicycle assessment with project partners and key stakeholders. Following
the audit, the group will meet to discuss pertinent issues for pedestrians and cyclists
along the corridor including the potential for a counterflow bikeway along Highway
42, the implications of the necessary railroad underpass depth on the length and
alignment of pedestrian ramps, and the potetial for an underpass (vs. at -grade
crossing) at Short Street.
Task 5: Community meeting and project partners work session
At the first community meeting and PPWS, the purpose and need and summary of
existing conditions will be presented. We envision the first community meeting to
be an open house format, with several stations for people to learn about highway
issues, transit, underpass, land use, etc. It will also include keypad polling to
solicit feedback from the attendees. We anticipate that the information will also be
video recorded and made available in summary form on the project website. The
information will be presented in PowerPoint and exhibit format and will be very
graphical including existing corridor and station area simulations.
Phase 2 Deliverables
Base mapping, vertical and utility
assessments, and upgrade needs
Safety assessment
Environmental evaluation
Transit route assessment
Traffic counts and existing and
design year AM and PM peak traffic
simulation
Urban design and corridor context
assessment
Transportation data collection
summary
Walking audit and bicycle
assessment
Community meeting
Project partners work session
Integrated Infrastructure Implementation Plan
Louisville FasTracks Station Area Hwy 42 Corridor (Lock Street to Paschal Drive)
Example counterflow bikeway
"I have not taken
the time to personally
thank the PBS &J
[Atkins] staff for how
efficient you have been
managing the various
task groups associated
with this project. You
make this coordination
look very easy, and I
dearly understand it
is a serious amount
of detail and logistical
acrobatics you are
involved in right now.
My experience to
date with this project
has been really great,
and I thank you for
everything you are
doing to make it so
easy for the project
funders to plug in and
keep up the productive
dialogue."
Matthew Robenalt
City of Fort Collins
Downtown
Development Authority
7
