Phase 3: Assembling the parts to achieve the vision
Phase 3 will focus on examining and refining the best alternatives for further
consideration. We will involve stakeholders to help ensure that the ultimate selected
alternative has broad consent.
Task 6: Initial preferred alternative
Our team will work with Louisville to deliver a successful, cost effective, and easy
to implement package of improvements for the Station Area and Highway 42
Corridor. We recognize that providing quality and cost effective alternatives early
in the process will lead to quicker decisions. As a result, Atkins has already begun
to identify and evaluate potential design alternatives to realize the vision. We fully
understand the design challenges, and our team members are ready to begin work.
Draft report. The draft report prepared at this point in the process will include
joint sections on the process to date and separate sections for the Station Area
and Highway 42 Corridor alternatives. Two alternatives will be developed for each
project and will include the specific elements mentioned in the scope of work.
Air quality assessment to meet requirements of Congestion Mitigation
and Air Quality (CMAQ) process. Projects seeking CMAQ funds are subject
to calculations on expected air quality benefit. Air quality benefits are typically
determined through estimated reductions in vehicle miles traveled, traffic congestion,
vehicle idling, and vehicle replacements. We are preparing air quality assessments for
CMAQ on Jefferson Street.
Noise assessment. Noise levels will be measured /modeled for future
conditions on the Highway 42 Corridor. Appropriate mitigation measures will be
recommended.
Task 7: Project partners follow -up, community meeting, and City Council
study session and Task 8: Project partners working session
For the second community meeting and project partners work session, the
alternative evaluation and refinement will be presented. This meeting will include
visual simulations of the alternatives overlaying the study area and will be highly
interactive and visual for ease of understanding.
Phase 3 Deliverables
Draft report
Initial alternatives (2)
o Context sensitive design and
complete street corridor concepts
o Intersection concepts
o BNSF underpass
o South Street corridor concepts
o Pedestrian crossing
o Multimodal transportation
assessment
o Air quality assessment
o Noise assessment
Integrated Infrastructure Implementation Plan
Louisville FasTracks Station Area Hwy 42 Corridor (Lock Street to Paschal Drive)
Ralston Road simulation
and land use scenarios
Workshop Analysis
Our team's unique
talents include the
ability to translate
transportation strategies
and urban design
concepts into various
corridor alternatives.
Working with Louisville
and the community, we
will develop creative
alternatives.
Rifle Gateway
intersection concepts
8
