I. Project understanding, approach, and timeline <br />Transportation systems play a critical role in defining the character of a community. <br />They establish the functional structure of the urban fabric— sizing blocks, providing <br />access, and dictating the arrangement and interaction of <br />land uses. <br />Our approach recognizes that land use changes over <br />time. Integrated land use and alternatives developed for <br />the Integrated Infrastructure Implementation Plan will <br />facilitate multiple community responsibilities. They will <br />balance the transportation industry's mobility needs with <br />the accessibility needs of the adjoining land uses, while <br />acknowledging that the Station Area and Highway 42 <br />Corridor are important public spaces used by a wide variety <br />of stakeholders. <br />The Atkins team will advance the public outreach <br />and facilitation, planning, and preliminary engineering necessary to define the <br />infrastructure needs for two projects: <br />1. A Denver Regional Council of Governments (DRCOG) Station Area Next Steps <br />Implementation Plan for the proposed FasTracks Louisville Station Area. <br />Specifically, a South Street connection between downtown Louisville and the <br />revitalization district across the BNSF right -of -way; creating a multimodal <br />connection to the proposed RTD station, providing a regional connection <br />between the Goodhue Ditch Trail and the Coal Creek Trail, and finalizing the <br />pedestrian considerations for the RTD station area. <br />2. A context- sensitive and multimodal corridor design and implementation plan <br />for Highway 42 between Lock Street and the northern limits (Paschal Drive). <br />Our approach will employ a context- sensitive, community driven process in which <br />projects and investments are tailored to the specific needs and character of the <br />community. We believe that "if you ask, you have to listen At the same time, there <br />are technical considerations in this area that will require careful investigation to <br />fully understand the options. Therefore, it is essential to the success of this effort for <br />the Atkins team to work in collaboration with Louisville, project partners, and all <br />corridor stakeholders to form a vision and supporting action plan that connects and <br />strengthens the Station Area and Highway 42 Corridor. <br />Implementation of a multimodal <br />solution is required. <br />Mobility is not an end in itself, <br />but merely a means to achieving <br />broader community goals related <br />to quality of life, community <br />identity, and continued growth <br />and vitality. Our process will verify <br />the community's goals and ensure <br />that specific actions are prioritized <br />to meet them.
