Some of the key challenges involved in this project include: <br />Connecting the Station Area to downtown to provide a natural extension <br />Establishing alignments and design requirements for pedestrian connectivity <br />Developing an integrated strategy for mobility and land use on Highway 42 <br />Integrating all modes of transportation into the planning of Highway 42 <br />Accommodating existing constraints, such as the regional storm drain <br />Effectively tying in existing, adjacent neighborhoods <br />Thus, our approach to sustainable transportation decision making will consider <br />the environment, community, and economic goals early that will lead to a seamless <br />process that minimizes duplication of effort, promotes environmental stewardship, <br />and reduces delays in project implementation. <br />Our approach incorporates extensive 3D visualization and is designed to excite <br />civic leaders, serve stakeholder needs, and empower the public to take ownership <br />and responsibility in the plan's vision and continued implementation. The <br />technical approach and deliverables will be organized through a five phased public <br />involvement strategy. <br />Phase 1: Uncovering the underlying goals and vision <br />This phase will establish the benefits that we will partner together to achieve. We <br />will meet individually with the stakeholders to develop a "context of understanding" <br />to guide the work effort efficiently. We will work with Louisville to outline and <br />employ an integrated project management and communication strategy to enable <br />an effective community dialog and allow stakeholders to share concerns, ideas, and <br />information. This will allow Louisville and other stakeholders to influence the study <br />efforts and take ownership, outlining the themes and direction that will guide the <br />project. A key component will be melding the divergent interests of each stakeholder <br />into a set of common goals. <br />Task 1: Project management coordination <br />In addition to the specific project management services detailed on pages 15 and <br />16, we will coordinate with Louisville to complete the scope of services in a timely <br />fashion. Our Proposed Timeline for the Station Area and Highway 42 Corridor is <br />highlighted on page 3. <br />Project work program and schedule. Working in partnership with <br />Louisville, we will refine the project work program including a management and <br />communication plan outlining how the team will manage expectations; coordinate <br />efforts; and define processes, outcomes, and success. <br />Given the variety of stakeholders, effective decision making will be essential to <br />success. We propose a Collaborative Decision Process that will assist in gaining <br />consent from project partners and key stakeholders using the following structure: <br />Project Management Team (PMT) will review deliverables and provide regular <br />direction. <br />Technical Advisory Committee (TAC) will ensure adherence to various federal, <br />state, and local directives, regulations, and /or procedures and provide technical <br />expertise. <br />Project Partner Work Sessions (PPWS) will provide input on key decisions. <br />This committee is composed of executive leadership from all of the agencies <br />involved in the PMT. <br />Integrated Infrastructure Implementation Plan <br />Louisville FasTracks Station Area Hwy 42 Corridor (Lock Street to Paschal Drive) <br />1' <br />Planning and <br />Environmental <br />Linkage (PEL) Process <br />Challenge: Using <br />the PEL process and <br />ensuring that processes <br />and products developed <br />can be reused <br />for future project <br />development (e.g., <br />National Environmental <br />Policy Act [NEPA]). <br />Solution: The Atkins <br />team is experienced in <br />providing long -term <br />products to support <br />future development <br />processes and <br />understand the level <br />of documentation <br />and flexibility required <br />to ensure future use. <br />Atkins is an integral <br />member of the SH 7 <br />PEL Study for CDOT, <br />Lesson Learned <br />Developing a <br />communications plan <br />at the beginning of the <br />project that includes <br />how project decisions <br />will be made is key <br />to moving the project <br />forward on schedule. <br />2 <br />
