Task 2: Project initiation and stakeholder interviews <br />This initial event will be governed by the following primary activities. <br />Kick-off meeting. The Atkins team will meet with Louisville's project team <br />to identify key corridor stakeholders, discuss expectations, and <br />coordinate efforts. We will refine the schedule, scope, outcomes, <br />and products and determine team member responsibilities, existing <br />project studies, and data requirements. <br />Community kick -off. Since the first community meeting is not <br />held until Task 5, we suggest that a virtual community kick -off be <br />held at the be of the project. This will introduce the project <br />to the larger community and engage area residents early in the <br />process in order to facilitate a discussion on the community's issues <br />and vision. The virtual kick -off will include ads in area publications, <br />posters at City Hall, and the installation of one or more billboards <br />mounted in the study area with information about the purpose and <br />schedule of the study. A website will be created to post project <br />information such as data, maps, questionnaires, results, and concepts. The website <br />will also enable "geo- referenced commenting a tool developed by Winston that <br />allows the public to comment on specific areas within the study limits and allows all <br />website visitors to add and view the comments. We will also initiate a Twitter and <br />Facebook presence to enable local residents, especially the technically savvy youth, <br />to be engaged. <br />Project partner and stakeholder interviews. The Atkins team will conduct <br />interviews with elected officials, partner public agencies, community leaders, <br />property owners, development community representatives, and other key <br />stakeholders in the project study area. Early stakeholder interviews and PPWS will <br />uncover the key issues in a direct, immediate, and informal way. <br />Strengths, weaknesses, opportunities, and threats /constraints (SWOT) <br />analysis. This workshop tool will be used to: <br />Identify supportive or unfavorable factors to achieve community objectives <br />Define parameters for problem- solving strategies <br />Identify areas of convergent and divergent opinions between the project <br />partners and stakeholders <br />Purpose and need. As the first major decision point for the process, agreements <br />must be reached by stakeholders on the project purpose and need. This is an <br />element of the PEL process that will be used throughout project development. <br />For this task, Jeff Winston will lead the discussion with project partners to identify <br />key challenges and competing interests. During the PPWS we will focus on reaching <br />informed consent. As the <br />project began, it was <br />apparent that the <br />project partners had <br />different views on the <br />project purpose. The <br />SWOT process was <br />used to develop the <br />purpose and goals <br />that were agreed upon <br />by the PPWS. We are <br />recommending that <br />the SWOT process be <br />conducted before the <br />purpose and need is <br />finalized. <br />4 <br />
