Page8of110 <br />Planning Commission <br />Meeting Minutes <br />September 8, 2011 <br />Page 6 of 7 <br />Russell stated the update of Comprehensive Plan will require substantial amount <br />of work because the community has changed, we have a new director, new <br />directions from the City and we need a better tool to address density. <br />Lipton stated at the study session with City Council he would like a general <br />agreement of the scope of work for the Comprehensive Plan Update. He wants <br />the update to be Planning Commission and City Council driven and not staff <br />driven and the way to achieve that is to develop a scope during the study <br />session. <br />Russ also discussed a proposed study session date of December 13 which will <br />include the inclusion of any newly appointed Planning Commission members. <br />Term of Office and 2012 Application of Appointment <br />Russ reviewed the memo regarding the Term of Office clarification. He stated the <br />purpose of the requested change is to keep all terms of office for all boards and <br />commission expiring at the same time. He noted when the original date of <br />expiration was changed from February to the end of the calendar year, staff <br />neglected to notice a requirement in the LMC for Planning Commission terms to <br />commence on the “third Tuesday of January”. <br />Lipton related his concern with signing the requested letter. He would have <br />appreciated an explanation as well as an opportunity to discuss prior to receiving <br />a letter requesting the Commissioners sign-off. <br />Planning Commission Comments: <br />Lipton discussed his continued interest and support of the City installing more <br />bicycle racks. <br />Pritchard thanked the Commissioners for their involvement in making the Street <br />Faire events another successful year. <br />nd <br />Brauneis reminded the Commissioners of the October 2 Sustainable Home <br />Tour. <br />Staff Comments <br />2012 Comprehensive Plan <br />Loftus Development <br />HWY 42 RFP Update <br />Conservation Easement – Lovrien Subdivision <br />Russ reviewed and provided a status update on each of the above listed items. <br />The following items are scheduled for October 13, 2011 <br />tentatively <br />th <br /> 96 & Dillon Road, Tennis Center, <br />a request for a preliminary <br />subdivision plat and a preliminary planned unit development (PUD) <br />for the purpose of developing 10.75 acres for the Rocky Mountain <br />Tennis Center. An infrastructure phasing plan for the remainder <br />40.95 acres is provided as required in the recorded general <br />development plan. Case No. 11-023-PS/PP. <br /> <br />
