Page8of110 Planning Commission Meeting Minutes September 8, 2011 Page 6 of 7 Russell stated the update of Comprehensive Plan will require substantial amount of work because the community has changed, we have a new director, new directions from the City and we need a better tool to address density. Lipton stated at the study session with City Council he would like a general agreement of the scope of work for the Comprehensive Plan Update. He wants the update to be Planning Commission and City Council driven and not staff driven and the way to achieve that is to develop a scope during the study session. Russ also discussed a proposed study session date of December 13 which will include the inclusion of any newly appointed Planning Commission members. Term of Office and 2012 Application of Appointment Russ reviewed the memo regarding the Term of Office clarification. He stated the purpose of the requested change is to keep all terms of office for all boards and commission expiring at the same time. He noted when the original date of expiration was changed from February to the end of the calendar year, staff neglected to notice a requirement in the LMC for Planning Commission terms to commence on the “third Tuesday of January”. Lipton related his concern with signing the requested letter. He would have appreciated an explanation as well as an opportunity to discuss prior to receiving a letter requesting the Commissioners sign-off. Planning Commission Comments: Lipton discussed his continued interest and support of the City installing more bicycle racks. Pritchard thanked the Commissioners for their involvement in making the Street Faire events another successful year. nd Brauneis reminded the Commissioners of the October 2 Sustainable Home Tour. Staff Comments 2012 Comprehensive Plan Loftus Development HWY 42 RFP Update Conservation Easement – Lovrien Subdivision Russ reviewed and provided a status update on each of the above listed items. The following items are scheduled for October 13, 2011 tentatively th 96 & Dillon Road, Tennis Center, a request for a preliminary subdivision plat and a preliminary planned unit development (PUD) for the purpose of developing 10.75 acres for the Rocky Mountain Tennis Center. An infrastructure phasing plan for the remainder 40.95 acres is provided as required in the recorded general development plan. Case No. 11-023-PS/PP.
