Historic Preservation Commission <br />Meeting Minutes <br />September 19, 2011 <br />Page 5 of 6 <br /> <br />Discussion – Demo Code Revisions <br />McCartney presented the packet material. <br />Stewart stated the International Building Code (IBC) application expiration is currently <br />180 days and the HPC would recommend longer for a demolition permit so it is more <br />appropriate and fair. <br />Stewart then asked the HPC for agreement and consensus on the letter he had written <br />to City Council. He would like staff to include it in the City Council packet. He re-iterated <br />the letter requests for the demo application to be specific to the applicant. <br />Lewis stated she agreed with the request. <br />HPC stated they would like to be at the City Council meeting. <br />Fasick asked if the request should be considered after the elections on November 1st. <br />Stewart recommended it should considered before elections. <br />McCartney stated there are two readings required for this request since it is an <br />ordinance change. He stated he will let the HPC know of the potential dates. <br />Koertje reminded staff to include the applicants “heirs” as part of the responsible party. <br />Discussion – Bylaws <br />The HPC requested to continue this item to next month. <br />Discussion – Cemetery <br />McCartney stated the City Attorney had determined the City of Louisville’s Municipal <br />Code does not permit publications in a newspaper to suffice as public notification for <br />historic districts. The Municipal Code is specific in stating each property owner in a <br />potential historic district must be notified by mail. In the instance of a cemetery a grave <br />site is considered property. <br />McCartney stated the City Attorney recommended the code be amended to allow for <br />publications to act as proper notification. <br />The HPC directed staff to prepare an amendment to the code to allow for a separate <br />notification process for cemeteries. <br />Committee Reports – none <br />Update on Demolition Requests - none <br />Department Referrals – none <br />Updates – none <br /> <br />
