City Council <br />Meeting Minutes <br />August 16, 2011 <br />Page 4 of 8 <br />City Attorney Light introduced Ordinance No. 1600, Series 2011. <br />Mayor Sisk opened the public hearing and requested a staff presentation. <br />City Clerk Varra explained Ordinance No. 1600, Series 2011 would authorize the Local <br />Licensing Authority to approve Special Events Permit Applications without State <br />approval. It increases the number of events from ten to fifteen and requires the local <br />authority to check the number of days already given to the organization and to report <br />the permits issued to the State database. A Special Events is a temporary permit <br />which allows qualified nonprofit organizations to serve liquor at fund - raising activities. <br />The Louisville Local Licensing Authority reviewed this draft ordinance on July 25, which <br />amends the Louisville Municipal Code to incorporate revisions to the special events <br />permitting process. The Local Licensing Authority will adopt a resolution for approval of <br />all applications for special events permits. <br />The Colorado Municipal Clerk's Association was instrumental in getting this bill through <br />the legislature to alleviate the burden on the Liquor Enforcement Division at the State <br />level. Approval of this ordinance will considerably reduce the amount of time required <br />for processing of Special Events Permit Applications while maintaining the <br />authority /discretion of the Louisville Local Licensing Authority. <br />Mayor Sisk requested public comments and hearing none, closed the public hearing. <br />MOTION: Councilor Dalton moved to approve Ordinance No.1600, Series 2011 on <br />second and final reading, seconded by Councilor Clabots. Roll call vote was taken. The <br />motion carried by a vote of 6 -0.
