He addressed the agenda item regarding the Executive <br />Session for the annual review of the City Manager and noted there was no provision for <br />a public process. He stated it appears the City Manager is the right hand man of the <br />Mayor and the City Attorney is the Mayor's left hand man. He felt staff members should <br />not sit at the dais. He stated he would stand during the Council meeting in witness to <br />the Louisville City officials disrespect for the offices they hold. <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br />AGENDA <br />Mayor Sisk reported on the following: The City of Louisville has once again been <br />named Number 1 in the nation for municipalities under 50,000 by Money Magazine. He <br />congratulated the Town of Superior for their Number 20 rating and Castle Rock for <br />coming in under 100. He congratulated City Manager Fleming on his fourth year <br />anniversary as City Manager. He announced this year will mark the City's 77th Fall <br />Festival celebration. He noted the petitions for Mayor and City Council are due on <br />August 22nd and he wished all the candidates his best. He addressed Mr. Sobel's <br />comments and noted some of his comments were very injurious and not true. He stated <br />the CCTV is no longer a recipient of PEG fees and he took issue with the comments <br />against the City staff members. He asked Mr. Sobel to please be seated. <br />CITY MANAGER'S REPORT <br />City Manager Fleming reported on the following: He felt incredibly lucky to be the City <br />Manager of the City of Louisville, which was again named the Number One Place to <br />Live in America by Money Magazine. He stated the City is soliciting public comments <br />on the gateway signs, which are displayed on the City Web page. Comments are <br />requested by this Friday. Some of the funding is proposed in the 2012 budget. He <br />congratulated the Downtown Business Association on the success of the Street Faire <br />and thanked all the volunteers. The Recreation Center is closed this week for annual <br />maintenance. He noted the Center is 23 years old and due to the maintenance program, <br />the facility looks brand new. <br />Mayor Sisk noted the local schools are also kept up very well due to the community's <br />responsiveness. <br />REGULAR BUSINESS <br />ORDINANCE No. 1600, SERIES 2011 — AN ORDINANCE AMENDING SECTION <br />5.08.060 OF THE LOUISVILLE MUNICIPAL CODE CONCERNING SPECIAL <br />EVENTS PERMITS — 2 "d Reading — Public Hearing <br />Mayor Sisk requested a City Attorney introduction. <br />24 <br />
