City Council <br />Meeting Minutes <br />August 16, 2011 <br />Page 6 of 8 <br />Area 4 was 198 units. The density proposed in the expanded Takoda Planning Area 4 is <br />18 units per acres (306 units on 16.6 acres). The revised GDP is also proposing 1.5 <br />acre of office land use fronting South Boulder Road. This designation will generate a <br />maximum potential office development of 13,068 SF in Takoda Planning Area 4. <br />The 2009 Comprehensive Plan designates the northern portion of the revised Takoda <br />Planning Area 4 as high - density residential, which permits a density of 15 to 30 dwelling <br />units per acre. The southern portion of the property is designated as Office District. The <br />proposed land uses and residential density request comply with the land use and <br />residential densities endorsed in the 2009 Comprehensive Plan. <br />The 2009 Comprehensive Plan established a specific 20 -year population goal of twenty - <br />three thousand (23,000) residents in the City of Louisville. The estimated population of <br />Louisville in 2007/08, when the Comprehensive Plan was updated, was nineteen <br />thousand four hundred (19,400). Staff recommended the applicant establish a maximum <br />unit count set aside for single - family detached units. This maximum unit count should be <br />included in the "Development Summary" section of the GDP. <br />The Planning Commission conducted a public hearing on July 14, 2011 and approved <br />the request for the CDP amendment by a vote of 5 -0. Staff recommended the Council <br />approve the requested amendment to the Takoda Village General Development Plan <br />(GDP), subject to the following conditions: <br />1. The applicant shall establish a maximum unit count set aside for not more than <br />90 single - family detached units within Planning Area 4. This maximum unit count <br />shall be included in the "Development Summary" section of the GDP. <br />2. The uses for the PCZD -C /R parcel shall be limited to residential and office use. <br />3. The applicant shall record a Zoning Agreement, drafted by the City Attorney <br />along the City Council approved GDP. <br />4. Planning Area 4 remains subject to the phasing plan set forth in Sheet #13 of the <br />Takoda planned unit development (PUD) plan and the Takoda Subdivision <br />Agreement. <br />5. Modify the cash in lieu note, located underneath the "Dellacava Tebo" Public <br />Land Dedication table to read as follows "City Council at its option may request <br />cash in lieu of dedication, to be determined at the time of platting." <br />6. Revise the title of the GDP document for this amendment to Takoda General <br />Development Plan — 1st Amendment Planning Area 4, or similar title approved by <br />the Planning Division. <br />City Manager Fleming explained the goal of the Citywide Comprehensive Plan is not to <br />exceed a population of 23,000. <br />APPLICANT PRESENTATION <br />27 <br />
