City Council <br />Meeting Minutes <br />August 16, 2011 <br />Page 7 of 8 <br />Rick Brew, RMCS, LLC, introduced his partners Justin McClure and David Walden. He <br />reviewed the following slides: the Steel Ranch North and South subdivisions; the <br />Takoda Subdivision Timeline; the 1st Amendment to the General Development Plan with <br />the Comprehensive Plan Overlay; Conceptual rendering for multi - family homes and a <br />conceptual site plan for multi - family cluster homes. He stated the Planning Commission <br />was very supportive of the proposal. He requested Council approval of their request. <br />COUNCIL COMMENTS <br />Councilors comments on the development centered on the denotation for FasTrack <br />along the railroad; the population projections; the number of multi - family homes and <br />empty- nester style patio homes. There was support for this type of urban planning, the <br />bike and walkways to schools and the downtown area. There was concern for the safety <br />of pedestrian crossings. <br />Mayor Sisk requested public comments and hearing none, closed the public hearing. <br />MOTION: Councilor Dalton moved to approve Ordinance No. 1601, Series 2011 on <br />second and final reading, seconded by Mayor Pro Tem Marsella. Roll call vote was <br />taken. The motion carried by a vote of 5 -1. Councilor Muckle voted no. Absent: <br />Councilor Sackett. <br />EXECUTIVE SESSION — CITY MANAGER ANNUAL EVALUATION (Louisville Code <br />of Ethics, Section 5 -2(c) CRS 24 -6- 402(4) (a) — Authorized topics) <br />REGULAR BUSINESS ITEMS SUSPENDED <br />Mayor is Requesting the City Council Convene An Executive Session for the <br />Purpose of Conducting an Annual Performance Review of the City Manager. <br />(Louisville Code of Ethics Sec. 5 -2 (b), CRS 24 -6- 402(4) (f) — Authorized topics) <br />City Clerk Varra read Section 2.90.050 Public statement from the Louisville Municipal <br />Code, which governs the topics that may discussed in an Executive Session. <br />City Attorney Light explained an executive session for the purpose of review of the <br />performance of the City Manager is authorized by Section 5 -2(b) of the City's Home <br />Rule Charter and CRS 24 -6- 402(4) (f). <br />MOTION: Mayor Sisk moved the City Council convene an Executive Session for the <br />purpose of conducting an annual performance review of City Manager Fleming, and <br />requested the City Attorney attend the Executive Session. Councilor seconded the <br />motion. All were in favor. Absent: Councilor Sackett.
