PAGE FOUR <br />SUBJECT: RESOLUTION NO. 54 , SERIES 2011 — A REQUEST TO APPROVE A <br />FINAL PLANNED UNIT DEVELOPMENT (PUD) PLAN AND FINAL <br />SUBDIVISION PLAT FOR THE DEVELOPMENT OF 19.73 ACRES WITH <br />TWO (2) BUILDINGS (313,290 SF OF BUILDING AREA) IN THE <br />COLORADO TECHNOLOGICAL CENTER SUBDIVISION, FILING 2 <br />DATE: SEPTEMBER 6, 2011 <br />a manufacturer and distributer of soft goods and they currently have 135 employees. <br />Because the use has a warehouse type of operation (more building space than employee <br />base), staff acknowledges this parking ratio is adequate for the use. <br />The proposal also provides a deferral of 287 parking spaces, to be placed in the loading area, <br />and would result in a total of 655 parking spaces for a parking ratio of 2.1 spaces / 1,000 SF. <br />The IDDSG established a "minimum parking ratio of 2.0 spaces / 1,000 SF, except that some <br />parking may be deferred when the total parking demand of the intended occupant falls below <br />that ratio." The applicant is in compliant with the IDDSG parking standards. <br />Bike racks are being proposed all throughout the site. The IDDSG requires bike parking at a <br />ratio of 1 bike space per 20 parking spaces. The applicant is required to provide parking for <br />18 bikes for the standard parking layout and 33 bikes for the deferred parking layout. Staff <br />agrees the applicant has complied with this standard. <br />Landscaping <br />The site has been landscaped in accordance with the IDDSG landscaping standards. <br />Buffering has been provided between the adjacent properties to the south. The proposed <br />plan calls for a tree /shrub/ seeding scheme along the southern boundaries. The applicant has <br />acknowledged the seeded area will have temporary irrigation to promote healthy growth and <br />the area will be maintained by the building owner. <br />The remainder of the property provides adequate trees, shrubs and mulch which comply with <br />the standards established in the IDDSG. <br />Lighting <br />The applicant has provided a lighting plan with a photometric plan and cut sheets. With the <br />exception of the proposed wall pac fixtures, the proposed lighting plan is consistent with the <br />standards established in the IDDSG for lighting. <br />FISCAL IMPACT: <br />Authorization of this final PUD development plan in the Colorado Technological Center will not <br />increase the anticipated service impacts beyond those anticipated by build out of the <br />subdivision. It is anticipated that this development will provide a positive fiscal return to the <br />City. <br />PLANNING COMMISSION: <br />The Planning Commission met on August 11, 2011 to hold a public meeting regarding the <br />final Plat and PUD. The Planning Commission unanimously approved a recommendation to <br />City Council approving the request for the final Plat and PUD. <br />48 <br />
