Mayer stated that he has been to CTC at night and it was quite dark and extremely
difficult to find particular sites. He noted his experience in dealing with the McCaslin
Boulevard lighting, and the use of a lower watt bulb. He suggested that if the standard
for that particular area doesn't require arterial lighting, a lower watt bulb be used.

Davidson stated, for Mr. Lee, that the majority of the council would appreciate if the
street lighting plan use the lower wattage bulbs.

Mr. Lee stated that they would ask the Council to review the plan once again before it is
finalized.

OTHER REGULAR BUSINESS ITEMS ARISING AFTER PREPARATION OF
AGENDA

NONE

CITY ATTORNEY'S REPORT

Sam Light, City Attorney, stated that the Council should have a copy of the January 6,
2000 litigation status report. If there were any questions, please feel free to contact him.

He also reported on Liquor Authority matters. He asked for some informal direction on
one matter, in which a liquor licensee is challenging a recent decision to suspend their
license. The licensee has filed a lawsuit against the City and the Liquor Authority. The
licensee has now proposed a settlement agreement, and the Liquor Authority is looking
for some informal direction on whether the Council would prefer to follow the Liquor
Authority's lead on any decision to settle that matter or whether Council would like more
direct input into a settlement agreement. The Authority will be in executive meeting at
the next meeting.

The consensus of the Council was to follow the direction of the Liquor Authority on the
matter.

CITY ADMINISTRATOR'S REPORT

Bill Simmons, City Administrator, reported that the City has closed on the Lathrop nine
plus (9+) acres between Roosevelt Street and County Road. It is now a part of the City' s
open space lands and parks. The City has begun cleaning and clearing up that sight. The
assumption is that the next step will be to annex to the City. He also noted that he has
corresponded with the Special Prosecutor and the District Attorney that the City has
closed on the property.

City Administrator Simmons also reported on Senate Bi1100-99, which would grant
authority to Statutory Cities to impose a lodging tax, and Senate Bill 00-100, which
would authorize municipal sales tax collection by statutory municipalities. Senator

15
