Phillips introduced the bill, and the Council has approved a contract with Mendez and
Associates, professional lobbyists, to initiate work on behalf of the City. He stated that
approximately thirty letters were sent to statutory cities in the state informing them of this
legislation and requesting their support of this legislation. Both bills have been referred
to dual committees, thus the legislation must be heard by two committees before
consideration by the full House and then on to the Senate, which will also have dual
committee assignments. The dates for the committee hearings have not been set.
Simmons noted that the City has received a letter of support from the Chamber of
Commerce and a letter has been sent to the Colorado Association of Commerce and
Industry asking for support of the legislation as well. The City also requested the
Chamber have available a board member to testify on behalf of this legislation and the
committee hearings. Simmons asked for council volunteers to testify before the
committee. He noted that the committee would prefer elected officials rather than staff
members to testify. Councilmen Brown and Sisk volunteered to testify.

Simmons reviewed a letter sent to Sam's Club notifying them that are in compliance with
all the planning and development requirements, and the rebate has been released and
forwarded to them in the amount of approximately $161,000 for the year. The first two
payments of the sales tax rebate have been paid though May.

Simmons noted at Councils next work session, they would be meeting with Clarion and
Associates to begin the review of the report regarding the development review process.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Davidson stated that it was time to conduct the City Administrator review. He suggested
that Council have an executive session to discuss the review. He wanted to do the review
when all members of Council are available. It was the Council's consensus to have the
City Administrator's review at the February 1, 2000 meeting.

Mayer reminded the Mayor and Council that the Consortium of Cities is hosting a
legislative reception, on Monday, January 31, 2000, from 6:00 to 7:30 p.m., at the
Boulder Broker. He noted this is an opportunity to meet with all the legislators, Boulder
County, and many other City's elected officials.

Brown stated that he had received citizen concerns relative to the hazardous curve on
Dillon Road. He believed that the area in question was near 88th Street heading west.

City Administrator Simmons stated that street improvements, which incorporate the
curve, are included in development plan for that area.

ADJOURNMENT

Howard moved that Council adjourn (8:45 p.m.), seconded by Brown. All in favor.

16
