He stated the City should live <br /> within its means with respect to the HPC funds. He supported a private and public <br /> sharing of opportunities and felt the commercial component could be viable. <br /> PUBLIC COMMENTS <br /> Michael Menaker, 1827 Choke Cherry Drive, Louisville, CO stated the ballot language <br /> included three uses of the funds. One component ignored in the proposal is new <br /> construction. He stated at a previous study session, there was a desire to increase. <br /> hours at the Museum. He asked Council to ask the voters to use the funds for museum <br /> services. <br /> Councilor Dalton suggested the review of future applications be slowed <br /> down/discontinued until the guidelines are completed. <br /> RESOLUTION No. 56 , SERIES 2011 — A RESOLUTION APPROVING A <br /> PRESERVATION AND RESTORATION GRANT FOR ENGINEERED DRAWINGS <br /> FOR ROOF RESTRUCTURING FOR THE JACOE-CONARROE HOUSE LOCATED <br /> AT 1131 JEFFERSON AVENUE <br /> Mayor Sisk requested a Staff presentation. <br /> • Principal Planner McCartney explained the request for a preservation grant would allow <br /> for engineered drawings for roof restructuring for the Jacoe-Conarroe House located at <br /> 1131 Jefferson Avenue and built in 1932. The applicant requests a Technical <br /> Assistance Grant to pay for engineered drawings to be created for the sub-par roofing <br /> structure. A staff and HPC sponsored historic structure assessment (HSA) determined <br /> the existing roofing structure is substandard and must be retrofitted. The HSA <br /> recommended retaining as many of the existing materials as possible. The roofing <br /> shingles, however, are not historic and may be removed. A bid from JVA Engineering, <br /> the engineer who completed the HSA, is for the completion of engineer drawings as well <br /> as site inspection and construction approval. <br /> The Historic Preservation Commission (HPC) recommends approval of a preservation <br /> and restoration grant in the amount of $1,000. The staff is researching for an on-call <br /> engineer contract to allow for historic structure assessments (HSA) and engineer <br /> drawings to be created for landmarked properties. Having this in place would allow staff <br /> and the HPC to find potential life threatening issues, which may exist in aging homes. <br /> The previously HPC approved HSA stated the roof is undersized and is in danger of <br /> collapsing should the structure receive a heavy snowfall. Because the roof is a life <br /> P 9 vY <br /> safety matter, staff recommended approving the $1,000 grant to allow for engineered <br /> drawings to be created so the roof may be restructured for safety. <br /> MOTION: Councilor Dalton moved to approve Resolution No. 56, Series 2011, <br /> • seconded by Councilor Muckle. Roll call vote was taken. The motion passed by a <br /> vote of 7-0. <br />
