City Council
Meeting Minutes
September 6, 2011
Principal Planner McCartney explained the request is to landmark an historical
residential structure located at 1021 Jefferson Avenue, built in 1906 and part of the 1904
Capitol Hill Addition subdivision. Prior to 1971, five owners occupied the house: Anton
Nordin and Andy Teague from 1906 to 1910; Rosa Stutheit from1910 to 1920; Carl Van
.Arsdale from1920 to 1926; Sotteli Family from1926 to 1971.
The wood frame house exhibits some Queen Anne Victorian detailing. The roof is
hipped with a front gable. The front gable has wood shingle details (gingerbread) and
the porch posts have corner spindle details. The structure has lap-board siding. There is
an existing foundation. According to the applicant, the previous owners added a
bedroom on to the rear of the structure along with a 2-car garage off the alley 25 years
ago. The additions are not visible from the street.
The justification for landmarking this property includes: 1) An excellent example of a
modest Queen Anne Victorian house. 2) The social history of the house is fairly strong,
with direct relationship to those who were prominent in the early development of
Louisville. Staff suggests the house be named for the Sotteli Family who owned the
house for more than 50-years.
• APPLICATION PRESENTATION
Homeowners Deborah Kulcsar and David Dart thanked the Council for landmarking
their property.
COUNCIL COMMENT
It was noted the deed to the property was not in the Sotteli name because the family
changed the spelling of their name.
Mayor Sisk requested public comment and hearing none, closed the public hearing.
MOTION: Councilor Muckle moved to approve Resolution No. 58, Series 2011,
seconded by Councilor Clabots. Roll call vote was taken. The motion passed by a
vote of 7-0.
DISCUSSION/DIRECTION/ACTION —THE MCCASLIN PEDESTRIAN CROSSING AT
WASHINGTON AVENUE
Mayor Sisk announced the McCaslin pedestrian crossing at Washington has not been
budgeted for 2011 and the Council is in the process of working on the City's 2012-2016
Capital Improvement Program budget. He requested a staff presentation.
•
