The <br /> applicant and owners, Robert Dressler and Rosann Messere are requesting the <br /> approval of a Preservation and Restoration Grant for the restoration of the stone wall; <br /> upgrades to the foundation and for the placement of gutters. <br /> Two estimates for the foundation work: Ewan Cramb - For a bid of $3,280 and Olde <br /> English Masonry, Inc. — For a bid of $2,340. Two estimates for restoring the stone <br /> retaining wall: Ewan Cramb - For a bid of $3,450 and Olde English Masonry, Inc. — For <br /> a bid of $4,210. The Historic Preservation Commission prefers Ewan Cramb for the <br /> masonry work for the foundation and the restoration of the stone retaining wall because <br /> of past experience with the company. The applicant prefers Old English Masonry. <br /> Staff recommended the Ewan Cramb bid. <br /> Two estimates for the gutter work: Colorado Seamless Gutters and Sheet Metal, Inc. — <br /> For a bid of $6,316 ($4,996 for the house; $1,320 for the garage). Front Range <br /> Seamless Gutters— For a bid of $3,825. Because the gutters are new, there isn't any <br /> sensitive restoration involved. In this instance staff recommends going with the lowest <br /> bid from Front Range Seamless Gutters ($3,825). <br /> • Staff recommended approval of expenditures of up to $12,666 from the Historic <br /> Preservation Fund for improvements to 1117 Jefferson Avenue. <br /> COUNCIL COMMENTS <br /> Mayor Sisk asked Mr. Dressler if he was satisfied using the Ewan Cramb bid. Mr. <br /> Dressler stated he preferred using Olde English Masonry, Inc. based on <br /> recommendations and their experience in preservation. <br /> Planning Director Russ explained the Historic Preservation Commission recommended <br /> going forward with Ewan Cramb, a more experienced contractor. <br /> Mayor Pro Tern Marsella reported attending the Historic Preservation Commission <br /> meeting where this matter was discussed. She noted Mr. Dressler would be doing <br /> much of the skilled labor work himself. <br /> Mayor Sisk was concerned staff preferred one contractor over the other. Planning <br /> Director Russ stated staff is not choosing one contractor over the other. Both <br /> contractors could do the work. The Historic Preservation Commission referred Ewan <br /> Cramb over Old English Masonry, Inc., because of past experiences with their <br /> restoration work. <br /> • <br />
