With respect to the future <br /> valuations, it will be determined when the number of building permits is reviewed. <br /> Mayor Pro Tem Marsella also supported the McCaslin underpass being a budget <br /> priority. She felt an even split between the general fund and the conservation trust fund <br /> would be appropriate. She previously felt the utility fund would have been perfect. <br /> Mayor Sisk asked for clarification on the delay of City Shop building project and <br /> justification for the additional FTE's. He supported increasing the hours of the museum <br /> coordinator, but did not support pushing back the South Street underpass for the <br /> McCaslin underpass. He felt it would send an anti- business statement to the downtown <br /> community. He supported using the Conservation Trust Funds for the McCaslin <br /> underpass. He felt the use tax projection is low and suggested a review of the water <br /> user fees and consideration of a 6% annual increase, instead of the current 5% <br /> proposed in the budget. <br /> Mayor Sisk explained the City Council will meet at a Special Meeting on Tuesday, <br /> October 11, 2011 to discuss the budget.
