City Council <br /> Meeting Minutes <br /> October 4, 2011 <br /> • Page 9 of 11 <br /> Councilor Dalton asked for confirmation that there will be a total of 3 new Full Time <br /> Equivalents (FTE's). City Manager Fleming confirmed there are 3 FTE's included in <br /> the 2012 budget. He explained the budget also proposes increasing the hours of the <br /> head life guard, by reducing the part time employee budget at the Recreation Center. <br /> Councilor Dalton addressed the golf course improvements and stated his understanding <br /> the City would wait until the golf course consultant completed a plan on what was <br /> needed. City Manager Fleming explained there are two different projects; the golf <br /> course and the clubhouse. <br /> Parks and Recreation Director Stevens confirmed there are two different projects. The <br /> plan for the renovation and improvements to the clubhouse is complete. The golf <br /> course improvement plan is ongoing. There will be some recommendations for short- <br /> term improvements and long-term improvements. The Golf Course Advisory Board and <br /> the consultant will bring their recommendations. <br /> Councilor Dalton inquired about the 2012 allocation for the golf course improvements. <br /> City Manager Fleming explained those improvement are not proposed in the 2012 <br /> budget. It would have to have a higher priority and additional resources would have to <br /> be found by scaling back on other projects. <br /> • Parks and Recreation Director Stevens explained the improvement costs for the <br /> clubhouse are currently known and within the 5-year CIP budget, but are not assigned. <br /> City Manager Fleming noted it is important to know the improvement costs for the golf <br /> course, so it can be determined what has the higher priority, the course or the <br /> clubhouse, or both. <br /> Councilor Dalton addressed the McCaslin underpass and supported using funds from <br /> the Conservation Trust and Land Acquisition Fund, which would be later repaid. <br /> Councilor Sackett commented on the golf course and noted the atmosphere of the golf <br /> course has improved dramatically over last year and is in the best shape it's ever been. <br /> He explained many golfers come from other cities because they like the course and the <br /> service they receive. He voiced his appreciation to those who made improvements to <br /> the golf course. He noted the citizens like to know the details and see the City's <br /> projections and this budget provides that information. He complimented the City staff <br /> for their work on the budget. <br /> City Manager Fleming expressed his thanks to Finance Director Watson and Deputy <br /> City Manager Balser. <br /> Mayor Pro Tem Marsella requested justification for the police officer position and the <br /> Capital Project Manager. She asked for clarification on the projection of a decline in <br /> • property tax. Finance Director Watson explained the revenue for 2012 is based on the <br />
