City Council <br /> Meeting Minutes <br /> October 18, 2011 <br /> • Page 14 of 17 <br /> The Planning staff evaluated the LRC's request to amend the Mixed-Used District <br /> regulations. The SRU criteria will provide staff the ability to ensure Cannon Street and <br /> other internal local streets perform as high-quality pedestrian spaces. These SRU <br /> criteria will enable staff to negotiate design solutions that ensure a high-quality <br /> pedestrian realm consistent with the purpose and intent of the Chapter as well as the <br /> spirit of the City's Comprehensive Plan. Staff recommended Council allow ground floor <br /> multi-unit dwellings or apartments, condominiums, and townhomes in the residential <br /> mixed use (MU-R) district as a special review use. <br /> PUBLIC COMMENT <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO, stated the Louisville <br /> Revitalization Commission, unanimously voted to support the ordinance. <br /> COUNCIL COMMENTS <br /> Councilor Sackett inquired whether there was some flexibility for higher ceilings or <br /> basement levels. Planning Director Russ explained the ordinance addresses only <br /> residential units, but as long as the overall height was not impacted, higher ceilings and <br /> basements would be allowed. <br /> • Councilor Muckle supported a mixed-use phasing plan. <br /> Mayor Pro Tern Marsella applauded the work of the Louisville Revitalization and <br /> Planning Commissions and City Staff for their work. She felt the SRU process would <br /> give the developer some flexibility. <br /> Mayor Sisk supported the ordinance and felt it provides greater flexibility. He noted the <br /> discussion began at the Louisville Revitalization Commission level and was supported <br /> by the Planning Commission. He thanked everyone involved in the process. <br /> Mayor Sisk requested public comment and hearing none, closed the public hearing. <br /> MOTION Councilor Muckle moved to approve Ordinance No. 1604, Series 2011 on <br /> second and final reading, seconded by Councilor Dalton. Roll call vote was taken. The <br /> motion carried by a vote of 6-0.
