City Manager Fleming stated the <br /> administration for the HPF is approximately 12%, but also includes research of historic <br /> properties and identifying historic significance. He did not feel administration cost was <br /> an appropriate term. <br /> Councilor Muckle was impressed with the work of the golf course architect and the Golf <br /> Course Advisory Board and supported funding the $300,000 for golf course and <br /> clubhouse improvements. <br /> Mayor Sisk asked Council where the $300,000 would come from. <br /> Councilor Dalton voiced concern over the 2012 budget request for $100,000 for a <br /> clubhouse patch-up. He asked whether the City should make those improvements now <br /> and again at a later time for a lot more money. He addressed the long-range CIP budget <br /> and specifically the $1.5 Million for the South Street Gateway underpass in 2013. He <br /> stressed the importance of the engineer's cost projection and stated the 2013 CIP for <br /> the South Street Gateway serves as a placeholder for up to $6 Million. <br /> Mayor Sisk asked how the golf course could be funded without taking from another <br /> program. He suggested using a combination of funds from the open space tax and the <br /> use tax. He felt it could be funded incrementally. <br /> • Mayor Pro Tern Marsella asked Finance Director Watson if the projections for the 2011 <br /> use tax were low. Finance Director Watson explained everything is projected on the <br /> 2011 figures. <br /> Mayor Pro Tern Marsella suggested in 2012, the budget could be amended, based on <br /> the 2011 use tax, to fund golf course improvements in 2012. <br /> City Manager Fleming explained some of the CIP projects would have to be scaled back <br /> or funds would reduce the reserves. Councilor Muckle suggested a CIP place holder to <br /> commit to golf course improvements. <br /> Mayor Sisk felt there are opportunities for budget adjustments and suggested a <br /> $200,000 CIP placeholder for golf course improvements in the 2012 budget. <br /> Councilor Muckle stated overall improvements to the golf course could be $4 Million <br /> dollars. It was noted the golf course improvements could be as high as $5 Million. <br /> Suzanne Smith, 902 Grove Drive, Louisville, CO voiced her concern over committing <br /> $200,000 to the golf course project without further research. She did not feel there had <br /> been sufficient public comment on this issue. She urged Council to consider the needs <br /> of the entire City. She asked if Council takes $200,000 from other projects when the <br /> • public will have an opportunity to comment. <br />
