<br />6.32 The first floor or basement opening of any building or struc- <br />ture to be erected, constructed, reconstructed, altered, or moved in the <br />Flood Storage District shall be constructed on a fill at or above a point <br />two (2) feet above the 100-year flood elevation for the particular area <br />and the fill shall extend at such elevation at least fifteen (15) feet <br />beyond the limits of any structure or building erected thereon. <br />6.33 The storage or' processing of materials that are buoyant, toxic, <br />flammable, explosive, or in times of flooding, could be injurious to human, <br />animal, or plant life, shall be at or above a point two (2) feet above the <br />100- year flood elevation for the particular area. <br />~ECTION 7.0 ADMINISTRATION <br />7.1 City Building Official: The City Building Official shall ad- <br />minister the provisions of this Ordinance. <br />7.2 Special Exception Permit: A special exception permit must be <br />obtained from the Zoning Board of Adjustment before any new land use not <br />expressly allowed by this Ordinance may be initiated. <br />7. 3 ~.1appi ng Oi spute's: The fo 11 owi ng procedure shall be used by <br />the Zoning Board of Adjustment in deciding contested cases in which the <br />location of a district boundary is disputed: <br />7.31 In all cases the person contesting the location of the district <br />boundary shall be given a hearing before the Board at which he may submit <br />his own technical evidence if he so desires. The Board shall schedule a <br />hearing within 30 days of receipt of a written request therefore. The <br />Board shall not allow deviations from the boundary line as mapped unless <br />the evidence clearly and conclusively establishes that the mapped location <br />of the lines is incorrect. <br />7.32 The Board shall render a written opinion within 30 days follow- <br />ing the last day of such a hearing setting forth its findings of fact and <br />the reasons for its decision. <br /> <br />-10- <br />
