<br />1.343 Encouraging open space uses such as agriculture and recrea- <br /> <br />tion. <br />1.35 To protect the hydraulic characteristics of the small water courses, <br />including the gulches, sloughs and artificial water channels used for con- <br />veying flood waters, which make up a portion of the urban drainage system by: <br />1.351 Regulating filling, dumping and channelization so as to main- <br />tain natural storage capactiy and slow flow characteristics. <br />1.352 Prohibiting encroachment into the small watercourses to main- <br />tain their water carrying capacity. <br />1.353 Encouraging uses such as greenbelt, open space, recreation and <br />riding trails. <br />SECTION 2.0 GENERAL PROVISIONS. <br />2.1 Jurisdiction: The jurisdiction of this section includes all <br />lands adjacent to or within any watercourse within the city that would be <br />inundated by the 100-year flood. <br />2.2 District Types: The Flood Regulatory District may be subdivi- <br />ded into the Floodway District and the Flood Storage District. <br />The Flood Regulatory District is defined by computing the 100-year flood <br />plain limits under existing channel and flood plain conditions. The Floodway <br />District for the purpose of subdividing the Flood Regulatory District is <br />defined as that portion of the Flood Regulatory District that would remain <br />assuming an equal degree of encroachment extending for a significant reach <br />on both sides of the stream and causing no more than a one-half foot rise <br />in the 100-year flood water' surface p~ofile or that portion of the Flood <br />Regulatory District that would remain after excluding those outside portions <br />of the Flood Regulatory District where the depth of flow for the 100-year <br />flood is less than 2 feet or the surface flow velocity is less than 3 feet <br />per second whichever critel~ia would assume the least encroachment on the <br />flood plain. <br /> <br />-3- <br />
