<br />cost of living increase upon commencing their second year of employment <br />and each year thereafter. All cost of living increases shall be based on <br />annual negotiations with the Mayor and City Council. The City Administra- <br />tor shall represent the City Employees in the negotiations. <br />(g) An officer or employee of the City who is required and spec- <br />ifically authorized by the City Administrator to operate his personally <br />owned automobile in conduct of City business shall be paid a mileage allow- <br />ance in the amount of fiftE~en cents ($.15) per mile. Reimbursement for <br />other authorized expenses ~~ill be on a cost or a per diem basis. Receipts <br />sha 11 be attached to expense vouchers when done on a cost basi s. The per <br /> <br />diem basis shall be that basis adopted and used by the State of Colorado employees. <br /> <br />"SECTION 4A-4.
