The sheds will constructed of water treated lumber or a water resistant sealer will be applied to
each shed. There is not any utility equipment (electrical, heating ventilation plumbing etc...)
proposed and the FEMA wet floodproofing technique will be used to minimize flood damage to
the shed.
3. Utilities
N/A — no new utilities proposed
4. Subdivision proposals
N/A subdivision is not proposed
Staff finds this criterion has been met.
• 17.56.160.2.B All new construction and substantial improvements of nonresidential structures
within any AO and AH zone on the FIRM:
1. Shall have the lowest floor, including basement, elevated at a point above the grade at least
as high as two feet above the depth number specified in feet on the FIRM; or
2. Together with attendant utility and sanitary facilities, shall be completely floodproofed to that
level to meet the floodproofing standard specified in subsection F.2.a(1), (2) and (3) of this
section.
• 17.56.160.2.0 Within zones AH and AO, adequate drainage paths around nonresidential
structures on slopes to guide floodwaters around and away from proposed structures shall be
required.
The vendor sheds will not be elevated at least two feet above the depth number on the FIRM map.
The applicant has requested a variance to this standard. The vendor sheds will be constructed on
skids so the historic drainage paths will not be affected.
Staff finds these criteria have been met (see variance criteria analysis below).
Variance Criteria (Section 17.56.240 C)
1. Generally, a variance may be issued for new construction and substantial improvements to be
erected on a lot of one-half acre or less in size contiguous to and surrounded by lots with existing
structures constructed below the base flood level, providing subsections B.1 through B.11 of this
section have been fully considered. As the lot size increases beyond one-half acre, the technical
justification required for issuing the variance increases.
According to the boulder county assessor site, and the applicant's engineers letter
(attachment 1), the subject property is less than one-half acre in size (13,511 square feet .31
acres) and is contiguous to and surrounded by lots with existing structures that are
constructed below the base flood elevation.
Staff finds this criterion has been met.
5
