Davidson felt that the map was an absolute necessity, that it defines open space land, and <br />delineates the golf course, parks, and parcels of open space. <br /> <br />Mayer stated that the map is only a first guess, that the inventory will establish <br />classifications. The fourth category is an altogether different category because open <br />space visitor is not appropriate. He stated that if the petition were withdrawn, he would <br />support the addition of a fourth category. <br /> <br />Davidson stated with the map there are three different classifications of open space lands. <br /> <br />Mayer stated without the fourth category, the management issue will be postponed. He <br />felt the issue should be addressed. <br /> <br />Brown noted that certain areas don't fit into this ordinance and are appropriate for other <br />types of management. He noted the parcel of land along Highway 36, near the Colony <br />Square Theatre, currently undeveloped and not irrigated, would not fit in under open <br />space. He felt it would be prudent for the City to develop a buffer by planting non-native <br />plants, similar to other strips of land. He would support a fourth category, or other <br />category that allows non-naive plants or a buffer of vegetation. He stated the challenge <br />is open space visitor, as well as other open space categories that are limited to naive <br />vegetation and planting. He noted the example of power lines that could be categorized <br />as open space visitor, or non-native. He thought it would make sense to allow passive <br />recreation in that area. He felt there is a distinction to allow flexibility in the vegetation. <br /> <br />Davidson stated the definition does not define the land, nor does the type of land <br />described fit the description, therefore the map was designed. <br /> <br />Jay Berger suggested that the fourth category be called Open Space Other Lands. The <br />definition will remain open, but through the inventory process various options will be <br />considered. <br /> <br />Davidson stated that suggestion was acceptable. <br /> <br />Brown moved that the Council approve Ordinance No. 1329, Series 2000 - <br />An Ordinance Establishing a Louisville Citizens Open Space Advisory Board to Advise <br />the City Staff and Council on Matters Related to the Acquisition, Maintenance, <br />Development, and Use of Open Space Lands as Set Forth in This Ordinance, and <br />Establishing Standards for the Acquisition, Management, Restoration and Preservation of <br />Such Open Space Lands - 2nd reading, with the following amendments: All the <br />amendments shown in underlining and strikeout for Ordinance No. 1329. The changes <br />on page 6 and 7 relating to language of "intent" to be changed to "shall," in three <br />instances, and in the other three instances the language will remain the same. On Page 8, <br />Section 4.03.030, the first sentence will be revised to insert the word "construction" after <br />the word "operation" and to insert the word "transportation" after the word "drainage". <br />On Section 4.03.050- insert the words "notice for the petition," on Page 3., Initial Duties, <br /> <br />16 <br /> <br /> <br />
