Keany asked if lands dedicated to the City, undeveloped as parks or City structures, <br />would fall into the inventory process. <br /> <br />Brown stated that there are provisions in the Ordinance for a review process based on the <br />Boards' recommendations. The classification of the land could be revised based on a <br />future intended use. <br /> <br />Keany stated that he was very pleased with the process of the Council and the Petitioners. <br /> <br />Sisk suggested a friendly amendment, that with the addition of the fourth category, the <br />map be deleted. <br /> <br />Brown and Mayer accepted the friendly amendment. <br /> <br />Brown stated that the map is noted in the definition section, 4.04.020 and he provided the <br />City Attorney with a revised paragraph that would exclude the map. <br /> <br />Sam Light, City Attorney reviewed the revised section 4.01.020, Definitions. An "Open <br />Space" shall mean and include undeveloped lands that are owned solely or jointly by the <br />City with the intent that the lands would be designated as open space buffers, agricultural <br />land, wildlife corridors, wildlife habitat or other undesignated undeveloped lands. Open <br />Space shall not include Parks or Development Recreation Areas", and there would be no <br />cross-hatching. <br /> <br />Brown accepted the amendment. <br /> <br />Davidson stated that the purpose of the map and the cross-hatching was to define the <br />open space land. Without the map the open space land will not be clearly defined. He <br />stated the description proposed described the golf course. <br /> <br />Brown stated the definition of open space excludes parks or recreational areas, and is <br />defined as all undeveloped and non-irrigated land. He noted that all open space lands are <br />subject to the inventory and classified under one of the four categories. <br /> <br />Mayer stated his concern was that the map might not cover some potential lands. He <br />stated there are some lands connecting the wildlife corridors that may need protection. <br />He also cited the drainage area for Harper Lake as not covered on the map. He stated all <br />these lands will have to be evaluated. <br /> <br />Davidson noted that the median at Cherry Street is undeveloped. <br /> <br />Brown stated that all open space land is subject to the inventory process. He suggested a <br />friendly amendment to the motion that the maps crosshatching distinction be eliminated, <br />and a definition be added which refers to the map or any other land deemed to be <br />appropriate by the Open Space Advisory Board. <br /> <br />18 <br /> <br /> <br />
