Mayer suggested another friendly amendment with regard to Page 2., the suggested <br />"Development Recreation Areas," include the City cemetery. <br /> <br />Keany asked for a definition of parks, and in the event the City wished to develop a park, <br />how would that issue be addressed in the ordinance. <br /> <br />Brown stated that in the definition of Open Space as addressed in the ordinance "Open <br />Space shall be and include land designated as open space on the map attached hereto." If <br />the City purchases a parcel of land to be designated as a park, it will be designated as <br />open space on the map. The Board could recommend to Council that a specific parcel of <br />land is more suitable as open space. <br /> <br />Davidson stated he knew of only two parcels of land designated for parks. One parcel is <br />located at the south end of Main Street, which by contract specifically requires it be a <br />park. The second parcel is the Meadows at Coal Creek; which is also intended as a park. <br /> <br />Brown stated that the Board would have an opportunity to make comments and the <br />Council an opportunity to review. <br /> <br />Mayer noted on Page 8. "Newly Acquired Land" addresses newly acquired land and how <br />it would be handled. He stated that if the City acquires land as open space, Council <br />would consult with the Board as to the intended use of the land. The exception, as stated <br />in Section 4.03.010, provides that Council will be permitted to act on acquisition <br />opportunities that may arise without consulting the Board in a situation where, due to the <br />circumstances of the transaction, such consultation would jeopardize the ability of the <br />City to complete the transaction. Exceptions include those circumstances when either <br />Council must act quickly or a landowner will only sell with a specific designation. <br /> <br />Keany asked if the Council acquires a parcel land specifically for the purpose of a park, is <br />it required to go before the Open Space Board for recommendation on its development. <br /> <br />Sam Light, Attorney stated the additional language in the same section addresses the <br />issue. "In consultation with the Board, will designate the intended type of use of the land <br />upon purchase and, to the extent that such purpose is not for a Park or Developed <br />Recreation." <br /> <br />Sisk stated the Meadows at Coal Creek was definitely intended to be a park, and should <br />be included in paragraph 3. <br /> <br />Jay Berger again addressed the issue of the map, and felt that all lands should be <br />inventoried in the beginning process. He was concerned that the agreement was that the <br />petitioners would withdraw the Petition if the map were removed from the Ordinance. <br /> <br />Brown stated that the crosshatching would be removed from the map, and the Open <br />Space Board would add a definition after the inventory. <br /> <br />19 <br /> <br /> <br />
